The incident happened on Saturday night, 17 August.

SIX SHOT AND KILLED IN UMLAZI 

South African Police Service (SAPS) spokesperson in KwaZulu-Natal Colonel Robert Netshiunda said reports indicate that three men were seated outside their rented accommodation consuming alcohol when unknown suspects arrived and opened fire at them. 

The suspects proceeded to the landlord’s house where they shot him and another man who was also inside the house. 

Netshiunda said the suspects also shot another man on the pathway. All six victims, aged between 20 and 40 years old were declared dead at the scene.

“The motive of the killings is unknown at this stage. Police are appealing to anyone who might have information regarding the incident and the possible whereabouts of the suspects to contact the nearest police station or call the crime stop number 08600 10111,” he said.

SEVEN MEN BRUTALLY MURDERED AT GLEBELANDS HOSTEL

In a separate incident a few months ago, nine men aged between 20 and 40 years old who were also consuming alcohol in a room at Block 57 at the Glebelands Hostel in Umlazi, south of Durban, were attacked by unknown gunmen.

Sadly, seven men were shot and killed. They were declared dead on the scene whilst two were transported to hospital with serious injuries.

Mbokazi-Nkambule, who was diagnosed with lung cancer in May, passed away on Monday, 12 August, and will be laid to rest on Saturday, 17 August. Her funeral service will be held at the Inkosi Albert Luthuli International Convention Centre (ICC) in Durban.

KZN GOVERNMENT HONOURS ZANELE MBOKAZI-NKAMBULE EITH A SPECIAL FUNERAL

The Special Provincial Official Funeral Category 2, which includes elements of police ceremonial honours, is reserved for distinguished persons specifically designated by the President of South Africa on request by the Premier of a province.

KwaZulu-Natal Premier Thami Ntuli described Mbokazi-Nkambule as a visionary and pathfinder who changed many lives, especially of young people, through her academy, Future Leaders, which was founded to develop and mold the youth into responsible and successful future leaders in various fields. 

Ntuli said Mbokazi-Nkambule distinguished herself as a broadcaster on radio and television and used these platforms to motivate women, young girls, rural people, and the vulnerable. The Premier also applauded her for founding and nurturing the Crown Gospel Awards, another platform she used to change the lives of many aspiring and developing gospel and other music genres artists.

“She started these awards from scratch with little financial support. She developed this proud KwaZulu-Natal brand, which is now continentally appreciated and has produced many musicians. We will replicate her entrepreneurial spirit to uphold her legacy and continue to celebrate her across the Province,” Ntuli said.

The sentiments come as KwaZulu-Natal SAPS has been in the spotlight due to the increasing number of suspects and criminals who have died so far this year during shootouts with police. Mkhwanazi has faced harsh criticism from crime experts and analysts for his approach to dealing with crime in the province. 

MKHWANAZI TELLS COPS TO IGNORE EXPERTS AND ANALYSTS

Following the criticism, Mkhwanazi encouraged police officers to focus on their responsibilities to create a safe and secure environment for all residents and visitors in KwaZulu-Natal. 

Mkhwanazi said that policing will always spark debates, and as such, police must never loosen their grip on the fight against crime. 

“Do not be discouraged by self-proclaimed experts or analysts who find relevance only when they speak badly about the police. Such people have never experienced the dangers on the streets that you patrol 24 hours a day

“I urge you to ignore the noise and execute your constitutional mandate professionally. Criminals who challenge the authority of the state by shooting at police officers should be made to feel the wrath of the law, all within the confines of the Constitution,” the former Special Task Force member emphasised.     

OVER 11 000 SUSPECTS ARRESTED IN JULY 

Meanwhile, in concerted efforts to rid communities of illegal firearms, police in KwaZulu-Natal have recovered and seized 313 firearms during province-wide operations, which also saw the arrest of 11 003 suspects for various crimes in July.

KwaZulu-Natal police spokesperson Colonel Robert Netshiunda said they continue to fight violent crimes where firearms are used as suspects armed with illegal firearms and have been so bold in their attempts to take out police officers. 

“The recovered firearms included 260 pistols, 19 rifles, and 18 homemade firearms. Almost 5 000 rounds of ammunition of various calibres of firearms were also recovered,” he said.

The startling reality of Durban’s ongoing tourist and port woes are creating fresh opportunities upstream in Maputo, Mozambique, reports BusinessLive. This came to light in the hotel operator’s latest annual report, published last week (31 August 2024).

In it, Southern Sun clarified how its Durban locations were suffering from low occupancy and having difficulty trading. And how the city’s worsening reputation and on-going port delays were causing a diversion of business to Maputo, Mozambique.

Over the last year, Southern Sun and StayEasy Maputo achieved a remarkable 37% growth. The report says this is the result of shipping business being redirected from Durban’s port, according to CEO Marcel von Aulock. Meanwhile, over the same period, KwaZulu-Natal’s contribution to the business had reduced to just 16% for the group. “Durban struggled to attract tourism because of negative PR around polluted sea waters and the after-effect of the 2021 riots and floods on public perception of the city,” explained the group.

Durban Container Terminal Pier 2 used to handle 72% of Durban port traffic and 46% of South Africa’s total import and export traffic. However, Transnet’s poor performance of late has led to massive backlogs at SA’s largest port. As a result, Maputo has been able to expand quickly to meet demands.

DURBAN DECAY AND DYSFUNCTION

Southern Sun Chair, John Copelyn, was scathing about Durban’s dysfunction in the group’s annual report. “The Durban municipality recently put out tenders for two of the most iconic hotels on the Durban beachfront, the Maharani and the Elangeni. However, the fact that not a single hotel group saw fit to consider putting in a bid has forced us to recognise that we are largely alone in our efforts to retain the area as a vibrant holiday destination.”

Moreover, large mining and logistics companies are increasingly turning to Maputo, rather than face costly delays at Durban. Earlier in the year, the Mozambican government extended concession with Grindrod, DP World and other operators to help run the port. These will last until 2058 and include a $2-billion expansion.

Nevertheless, despite the challenges, Southern Sun maintains its optimism that new provincial government will help rebuild Durban. The group’s occupancy in the city currently sits at 58.6%, which it says reflects the low economic growth in South Africa. The hotelier hopes for additional activation of incoming flights into KwaZulu-Natal. And streamlining of the visa application procedure for certain growing areas such as China and India.

The incident happened during an operation in Tongaat on Friday night, 21 June.

MKHWANAZI WANTS DETAILED REPORT ON VIRAL CCTV FOOTAGE INVOLVING KZN POLICE 

South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Colonel Robert Netshiunda, said in the video footage a police officer can be seen hitting a man with an open hand in what appeared to be an unprovoked act. 

“A little later on, several other police officers ganged up on the same victim and attacked him. One officer can be seen in the video kicking the man who was already down and stood on top of him,” he explained. 

Provincial Commissioner Lieutenant General Mkhwanazi has since demanded a detailed report on what led to the attack on the man. 

He also ordered corrective steps to be taken against those officers who will be found to have acted against the SAPS Code of Conduct and the Constitution of the Republic of South Africa.

‘NO ONE IS ABOVE THE LAW’

Mkhwanazi said that police officers must be mindful of the Constitution and the Code of Conduct and strive to uphold the law at all times when executing their duties. 

He said police officers took an oath to protect and serve, and as such, they must never abuse the powers vested in them. 

“Communities must feel safe in the presence of police officers and not be fearful of the very same officers who are supposed to be their source of refuge. Police can only retaliate with a proportional, minimum force if they find themselves under any attack, ” he said. 

In addition, the Provincial Commissioner said if the report points out certain wrongdoings by police officers, the officers concerned will face the wrath of internal corrective measures. 

“No one is above the law, including police officers.”

The incident happened on Monday night, 17 June. 

SIX WERE SHOT AND KILLED IN KWAZULU-NATAL 

South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Colonel Robert Netshiunda, said information at their disposal indicates that twelve people were travelling in a bakkie on Helpmekaar Road when another vehicle approached, and its occupants opened fire at the bakkie. 

Sadly, six women aged 37, two 17-year-olds, a 15-year-old, and girl children aged five and two were declared dead at the scene

Netshiunda said two men and three more women survived the shooting with injuries and were rushed to hospital. A 21-year-old woman escaped the shooting unharmed. 

“The motive of the killing has not yet been established, and police are appealing to anyone who might have information regarding the whereabouts of the suspects to contact the nearest police station or call the crime stop number 08600 10111,” he said. 

SIX SUSPECTS KILLED IN SEPARATE INCIDENTS

In another recent incident, six alleged suspects were shot dead in two separate incidents.

South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Brigadier Jay Naicker, said four men who were suspected to be behind a string of cash-in-transit robberies in the province were shot and fatally wounded in an early morning shootout with police in Camperdown.

Naicker said a team of police officers from various units, including the Hawks, gathered intelligence regarding the suspects’ whereabouts. 

“When police announced their arrival at the identified house, they were greeted with a hail of bullets from the suspects.

“The police officers returned fire, and during the shootout, four suspects sustained fatal gunshot wounds. Three firearms were found in the possession of the suspects,” Naicker explained.

The new members of the executive council were announced after Ntuli’s swearing-in ceremony at the Woodburn Rugby Stadium in Pietermaritzburg on Tuesday, 18 June.

MEET THE NEW KWAZULU-NATAL CABINET

As previously reported, no political party achieved an outright majority (50% +1) in the 29 May polls, this meant that political parties had to form a coalition in order to govern the province.

The IFP which received the second highest votes in the province formed a government of provincial unity with the Democratic Alliance (DA), the National Freedom Party (NFP) and the African National Congress (ANC).

Here are the members of the executive council:

  • Economic Development, Tourism and Environmental Affairs – Reverend Musa Keith Zondi. He left the IFP in 2011 after claims that he was being targeted by assassins, made a surprise return to his former political home when he was included in its national council in 2023.
  • Cooperative Governance and Traditional Affairs (COGTA) – Reverend Thulasizwe Dominic Buthelezi. He recently resigned as the mayor of Zululand district municipality and also serves at the Traditional Prime Minister in the Zulu monarchy.
  • Health – Nomagugu Simelane. The ANC KZN deputy chairperson has retained her position in the health portfolio.
  • Social Development – Mbali Cynthia Shinga. The NFP member previously served in the Education Committee (Kwazulu-Natal-Provincial-Legislature-Committee)
  • Public Works and Infrastructure – Lukas Marthinus Meyer. The DA member served as a councillor in eThekwini from 2011 to 2019 prior to joining the KZN Provincial Legislature.
  • Finance – Francoise Adrianus Rodgers. The DA KZN leader has been a public representative for over 25 years.
  • Agriculture and Rural Development – Thembeni Petty kaMadlopha-Mthethwa.
  • Transport and Human Settlements – Siboniso Amstrong Duma
  • Education – Siphosihle Emmanuel Hlomuka. The ANC KZN deputy secretary previously served as the MEC for Cogta and Transport, Community Safety and Liaison.
  • Sport, Arts and Culture – Mntomuhle Khawula. The IFP member previously served on the Ad Hoc Committee on Investigations (Kwazulu-Natal-Provincial-Legislature-Committee).

PREMIER READY TO HIT THE GROUND RUNNING

During his address on Tuesday, Ntuli said the government of provincial unity stands on the cusp of a new beginning.

“Collectively, we will deliver on the hope and revival the people of this Province so desperately require. Today, we enter a pivotal new period or rebuilding our province that will require all of us to have clear minds, while displaying visionary and committed leadership.

“I wish to assure you that we will always keep our promise that we are your servants, not your bosses. Please trust us. We intend to lead a government based on the principles of Ubuntu-Botho. A government that will ensure that service delivery is rolled out to all the people of this province,” he said.

On Friday, 14 June, Ntuli was elected during the first sitting of the KwaZulu-Natal Provincial Legislature.

As previously reported, no political party achieved an outright majority (50% +1), this meant that political parties have to form a coalition in order to govern the province.

The IFP which received the second highest votes in the province formed a government of provincial unity with the Democratic Alliance (DA) and the National Freedom Party (NFP) and the African National Congress (ANC).

The ANC’s Nontembeko Boyce defeated MK Party’s Mervyn Dirks to retain her position as Speaker of the KwaZulu-Natal Provincial Legislature while Mmabatho Tembe from the Democratic Alliance (DA) was elected Deputy Speaker.

LEGISLATURE TO MOVE BACK TO ULUNDI?

The IFP has been calling for the KZN legislature to move back to Ulundi.

The party achieved an outright majority in Zulu-Natal in the 1994 elections. An agreement was reportedly reached by all parties in the Legislature that both Ulundi and Pietermaritzburg would be utilised interchangeably for the sittings and committees of the Legislature.

The IFP said this was the most sensible agreement for the resolution of this problem.

“When the ANC gained majority in the Legislature in the 2004 elections, they took a decision to write off Ulundi and relocated everything to Pietermaritzburg – both Legislature and government offices.”

Speaking to EWN, Thami Ntuli said his party would continue to call for the provincial legislature, which is in Pietermaritzburg, to move back to Ulundi.

Ntuli said the investment that was made in Ulundi ought not to be abandoned.

“At the very same time, ensuring that Pietermaritzburg as the capital city is revived,” he told the publication.

Meanwhile, ActionSA has also weighed in on the call to move the legislature to Ulundi.

ActionSA leader in KwaZulu-Natal Zwakele Mncwango said the money needed to build the new precinct (roughly six billion Rands) could be used better. 

“Why spend that kind of money when the people of KZN need better housing, water and sanitation infrastructure and sustainable energy supply,” Mncwango said.

The KwaZulu-Natal provincial government currently spends around R11 million in rental space for office space in the capital city.

“ActionSA intends to support the call for this government to utilise the state-of-the-art infrastructure already in place in Ulundi”, he adds.

Ntuli was duly elected in the KwaZulu-Natal Provincial Legislature first sitting in Pietermaritzburg on Friday, 14 June.

KWAZULU-NATAL HAS A NEW PREMIER

Ntuli was nominated by former Health MEC Nomagugu Simelane-Mngadi and he defeated the MK Party’s Inkosi Phathisizwe Chiliza by two votes.

The ANC’s Nontembeko Boyce defeated MK Party’s Mervyn Dirks to retain her position as Speaker of the KwaZulu-Natal Provincial Legislature. Mmabatho Tembe from the Democratic Alliance (DA) was elected Deputy Speaker.

How many seats do political parties have?

  • The Jacob Zuma-led uMkhonto weSizwe (MK) Party emerged as the biggest winner in KwaZulu-Natal with 37 seats. 
  • The Inkatha Freedom Party (IFP) has the second-highest number of seats in the legislature, with 15. 
  • The African National Congress has 14 seats. 
  • The Democratic Alliance (DA) has 11 seats, while Julius Malema’s EFF has two seats. 
  • Lastly, late Zanele kaMagwaza Msibi’s National Freedom Party (NFP) has one seat. 

Before the election, KwaZulu-Natal judge president presided over the official swear-in ceremony of all members of the provincial legislature (MPLs), in the chambers in Pietermaritzburg.

HERE’S WHAT WE KNOW ABOUT THAMI NTULI

  • The new KwaZulu-Natal premier was born in 1973 at Vumanhlamvu in Nkandla.
  • The IFP chairperson in KwaZulu-Natal is a former mayor of the King Cetshwayo district municipality.
  • He is also the chairperson of the South African Local Government Association (Salga).
  • According to the University of Zululand, after matric Ntuli worked as a cleaner and cashier at Mabedlane (Mahlabathini) in a shop known as Ndlovane. He also worked as a security guard under Gray Security Company at Ulundi. 
  • In 1993 he was appointed as an unqualified teacher at Mashinga Secondary school where he registered a Diploma in Education at Rand Afrikaans University. 
  • In addition, he also did an Advance Certificate in Management in Natal University and also registered a Honours degree in Education Law and Management at the university of Pretoria.

The motor vehicle accident occurred on 17 July 2022 on the N11 highway outside Ladysmith in KwaZulu-Natal.

DRIVER WHO KILLED SINDISIWE CHIKUNGA’S FAMILY SENTENCED

National Prosecuting Authority (NPA) spokesperson Natasha Ramkisson-Kara said the deceased were aged between four and 40 years. 

Ramkisson-Kara said that following the accident and prosecutor-guided investigations, Ngwenya appeared in court on a summons in January 2024.

In aggravating the sentence, prosecutor Sathsha Budhram led the evidence of advocate Makhosini Msibi from the Road Traffic Management Corporation (RTMC), who told the court that South Africa has approximately 12 541 vehicle-related accidents, costing the economy about R 198 billion. 

“According to a vehicle tracker report handed into court, Ngwenya was driving at 158 km/h in an 80km zone and overtook on a double barrier line around a bend. Since all the six counts were taken as one for sentencing, Ngwenya will serve an effective 10-year imprisonment. Further, in terms of Section 34 of the National Road Traffic Act, his driver’s license was cancelled,” she explained. 

The NPA has welcomed the successful finalisation of this matter. 

“We hope the sentence sends the necessary deterrent message to like-minded individuals.”

SIGNIFICANT DAMAGE CAUSED BY ADVERSE WEATHER IN KWAZULU-NATAL

According to KZN Cogta 11 people lost their lives especially in the eThekwini Metro which has been hardest hit. Dozens of people were also treated for injuries in various health care facilities.

Affected residents took to social media to share images of flooded roads, trees fallen, and significant damage to infrastructure such as power lines and roads. 

The Tongaat area, in the north of Durban recorded the most incidents, with several homes severely damaged, roofs blown off, and trees falling on electricity lines causing power outages. 

KZN Cogta spokesperson Siboniso Mngadi said other areas around Durban, including Umgababa, Durban Central, and the western parts of the city, also experienced heavy rainfall, leading to flooding of some households and roads.

“The strong winds also affected communities in the Amajuba District and Umzinyathi District, where houses were damaged by the strong winds in Newcastle, Dannhauser, Nquthu, and surrounding areas,” he said.

SEVERAL IMPACT-BASED WARNINGS ISSUED

Rae said while the cut-off low system will be moving away from the coastal country there is still a risk for isolated communities in high altitude areas of the Eastern Cape such as Barkley East where heavy snowfall is expected.

Following the incidents, Chief forecaster for disaster risk reduction at the South African Weather Service (SAWS) Kevin Rae said that KwaZulu-Natal experienced an outbreak of at least two tornadoes affecting Newcastle, Utrecht, Ballito and Tongaat.

“We strongly advise the public to shelter in position and not to drive on road and mountain passes,” Rae said.

The weather service had issued a number of impact-based warnings to caution residents in various parts of the country.

FOUR CONSTRUCTION WORKERS DIE IN BALLITO 

The South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Colonel Robert Netshiunda, said the information they have at this stage indicates that 14 construction workers were at the bottom of the escarpment building a gabion retaining wall when the wall collapsed and buried five workers underneath.

Netshiunda said the police’s Search and Rescue team, working with other private entities, managed to rescue all five victims. However, four of them were certified dead at the scene. 

One worker was found alive approximately six hours after the collapse of the wall. 

“Inquest dockets have been opened for investigation. The circumstances that led to the collapse of the wall are also part of police investigations,” Netshiunda said. 

GEORGE BUILDING COLLAPSE SCENE HANDED OVER TO POLICE

The Ballito incident happens nearly two weeks after a five-storey building under construction collapsed and killed over 30 workers in George, Western Cape.

Search and rescue efforts were completed on Friday, 17 May. Consequently, the site was classified as a crime scene and was officially handed over for a formal investigation by the SAPS who will hand it over to the Department of Labour and Employment for their formal investigation to be conducted.

Initially, it was reported that 81 workers were on-site when the incident happened, however, authorities revised the number to 62 on Friday.

According to the George Municipality, the confirmed statistics for the incident are:

  • Rescued and recovered: 62
  • Deceased: 33
  • Of the 33 deceased, two are still to be formally identified
  • Hospitalised: 10
  • Discharged: 19

President Cyril Ramaphosa also visited the site during the week and also assured that there will be assistance for those in hospital and there will be assistance for those who have to be buried

“Yes, there will also be compensation that will have to go through the various channels of our various institutions because this was a work situation, everything has to be looked at to see the extent to which compensation can be made available [sic],” he said. 

South African labour laws state that if a worker gets injured, contracts a disease or dies while working, the worker or their dependants can claim from the Compensation Fund.

The fund pays compensation to permanent and casual workers, trainees and apprentices who are injured or contract a disease in the course of their work and lose income as a result.

On Monday, the court convicted Siyaya on 20 counts of murder, as well as reckless and negligent driving and failure to perform the duties of a driver after an accident. 

Siyaya’s truck collided with a bakkie ferrying 20 passengers comprising 18 children. The head-on collision killed all the occupants of the motor vehicle. Siyaya fled the scene after the collision and handed himself over to police the next day.

PONGOLA TRUCK DRIVER SENTENCED 

According to the National Prosecuting Authority (NPA), Siyaya was employed as a heavy motor vehicle driver for a company that transported coal from Mpumalanga to the Richards Bay coal terminal in KwaZulu-Natal (KZN) for export. 

During his employment, he used the N2 to travel between the Mpumalanga and KZN mines via the Itshelejuba Pass in Pongola.

On 16 September 2022, he collected a load of coal in Mpumalanga and approached the coal terminal in Richards Bay. 

En route, Siyaya drove recklessly and often overtook several vehicles over the double barrier centre median and onto the oncoming lane, causing oncoming cars to take evasive action to avoid a collision with his vehicle.

While driving on the oncoming lane, Siyaya collided with a motor vehicle carrying 20 passengers. All the occupants died.

NPA spokesperson in KZN Natasha Ramkisson-Kara said the state led the evidence of 12 witnesses, relying on the testimonies of three expert witnesses. The evidence included onboard CCTV footage and GPS evidence, encompassing both technical and mechanical evidence. 

Ramkisson-Kara said in the victim impact statement, the families of the deceased mentioned their lives were devastated following the incident. 

“One woman mentioned that all her children were on board the motor vehicle on the day of the accident, and she has thus lost all her children. Another woman mentioned that she lost three of her children who were travelling to school on the day of the accident. The family members spoke of unresolved pain and deep emotional scars,” Ramkisson-Kara said. 

SENTENCES TO RUN CONCURRENTLY 

The NPA said since the court found that the murder counts occurred in one single act, Siyaya was sentenced to 14 years’ imprisonment for the murders (all taken as one for sentencing). He was further sentenced to three years’ imprisonment for reckless and negligent driving and six years’ imprisonment for failure to perform the duties of a driver after an accident. 

“The court ordered that the sentences for reckless and negligent driving and failure to perform the duties of a driver run concurrently, resulting in the effective sentence of 20 years imprisonment. Further, his driver’s licence was cancelled,” Ramkisson-Kara explained.

SIX SUSPECTS SHOT DEAD IN KWAZULU-NATAL 

South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Brigadier Jay Naicker, said four men who were suspected to be behind a string of cash-in-transit robberies in the province were shot and fatally wounded in an early morning shootout with police in Camperdown.

Naicker said a team of police officers from various units, including the Hawks, gathered intelligence regarding the suspects’ whereabouts. 

“When police announced their arrival at the identified house, they were greeted with a hail of bullets from the suspects.

“The police officers returned fire, and during the shootout, four suspects sustained fatal gunshot wounds. Three firearms were found in the possession of the suspects,” Naicker explained.

In the second incident, police officers who are members of the National Intervention Unit (NIU) operationalised intelligence and cornered two suspects who were sought for intimidation, extortion, and other violent crimes. 

Naicker said when police pounced on the suspects at their hideout at the Klaarwater Hostel in Marianhill, the suspects opened fire at the police officers who were stamping the authority of the state. 

“Two suspects were shot and fatally wounded in the shootout. Two firearms were found in the possession of the suspects,” he added. 

Additionally, Naicker said police in KwaZulu-Natal remain committed to enforce and uphold the law by preventing, combatting and investigating crime.

“Suspects who challenge the authority of the state by shooting at police officers will be met with force proportional to their actions,” he emphasised.

MIXED REACTIONS AFTER ALLEGED CRIMINALS WERE GUNNED DOWN

In April, KwaZulu-Natal police were in the spotlight once again after they shot dead nine suspects in Desai, Marianhill.

The alleged criminals, aged between 18 – 23, allegedly terrorised the community for some time.

While many lauded the men and women in blue for killing the alleged criminals, experts had a different view.

In an interview with Newzroom Afrika, crime and policing expert, Calvin Rafadi, called on police to adopt proactive measures to combat crime.

Rafadi said the police acted swiftly but were not proactive.

“Crime intelligence could have monitored the house and apprehended the criminals,” he said.

“Such operations are well-planned. The houses are well-monitored, and by the time you apprehend these criminals, you know who is trigger-happy at that house,” he added.

In September 2022, Siyaya ploughed into a bakkie that was transporting school children, 20 people including two adults died.

PONGOLA TRUCK DRIVER CONVICTED 

Natasha Ramkisson-Kara, the National Prosecuting Authority (NPA) spokesperson in KZN, said the matter was remanded for sentence proceedings on Wednesday, 15 May.

The youngest victim in the fatal was Thingo Simelane, a five-year-old Grade R pupil who attended Victorius Independent School. 

A report by the Department of Transport found that the young driver of the articulated truck overtook multiple vehicles. This action was prohibited by no-overtaking lines, in a dangerous and unlawful manner. 

The driver who fled the scene and handed himself over to police, recklessly overtook vehicles and drove on the oncoming lane for approximately 1.2 kilometres.

Following the fatal crash, community members resorted to banning the heavy motor vehicles on the N2 in northern KZN. The route is mostly used by trucks to transport coal and other goods to and from Mpumalanga. 

Truck drivers resorted to using the R34 that connects Vryburg with Richards Bay via Kroonstad and Newcastle which also passes through three other provinces as an alternative route.

Disgruntled communities in Ulundi and Vryheid also called for trucks to be banned following another horrific accident on the R34 between Ulundi and Vryheid. Six vehicles were involved in the accident (an SUV, a bakkie and four trucks). Four vehicles caught alight after the secondary crash and were engulfed in flames.

Following the Pongola crash, Zululand District Municipality Mayor, Thulasizwe Buthelezi called for trucks that pass through parts of the municipality to be banned between 6:00 and 18:00. 

Buthelezi said the R34 from Vryheid to Richards Bay and the N2 from Pongola to Richards Bay simply cannot cope with the number of trucks passing these routes on an hourly basis and that there is enormous pressure on Zululand’s infrastructure and as a result fatal road accidents have become a daily occurrence.

KwaZulu-Natal in a state of disaster as revenue is spent on salaries and not service delivery – DA https://www.thesouthafrican.com/news/kwazulu-natal-fiscal-spending-more-on-salaries-service-deivery-affected-departments/ Wed, 01 May 2024 15:20:06 +0000 https://www.thesouthafrican.com/?p=2083734 Fiscally, KwaZulu-Natal is in a state of disaster, with three key departments – Health, Education, and Social Development – now in the precarious position of being unable to meet their annual commitment to compensation of employees. 

This is according to an interrogation of the 2024 Division of Revenue Act (DORA) by the Democratic Alliance (DA) in the province. 

IS KWAZULU-NATAL IN A STATE OF DISASTER?

The DA said a quick calculation indicates that 77% of the equitable share allocation and own revenue is spent on salaries and wages. 

Equally, the provincial equitable share growth certainly does not meet the negotiated wage agreement, so the equitable share is reduced over the Medium-Term Expenditure Framework (MTEF) with reprioritised funding to cover the public service wage agreement.

This means less money is spent on service delivery and more is spent on government employee salaries. Equally alarming is the revised estimate on 2023/2024 salaries of R95.57 million, while the current annual budget is 95 million.

DA KZN leader and spokesperson on Finance, Francois Rodgers, said the provincial government has become nothing more than an employment agency, with little or no focus on service delivery. 

“The ANC has managed to achieve a political patronage system at the expense of service delivery. This is an ANC-created crisis. The writing has been on the wall for some time now with the National Treasury sending out a strong message,” Rodgers said. 

The party also quoted Head of Treasury’s budget office Edgar Sishi, who reportedly said an increase in government borrowing and spending hasn’t translated into economic growth, more tax revenue, or a narrower budget gap.

KwaZulu-Natal is reportedly down by more than R21 billion against the revenue projection. 

“So, fiscal measures have to be taken if we are going to maintain our policy targets of reining in the debt and reining in interest cost,” Sishi said. 

GOVERNMENT SPENDS MORE ON INCENTIVES 

Despite this, during the past five years, civil servants have earned almost R3 billion in incentives – including performance bonuses and 13th cheques. Public Service and Administration Minister Noxolo Kiviet revealed this.

Between 2019 and 2024, national departments spent more than R726 million on staff performance rewards, with R321 million disbursed in 2022 alone. 

On the other hand, provincial administrations accounted for the largest share of bonuses, totalling R2.2 billion over the past five years. In 2021, during the economic recession due to COVID-19, R819 million was released in bonuses by provinces.

Since 2019, almost R129 million has been paid to about 400 government officials suspended on full pay. Additionally, the government spent more than R42 million on 56 luxury vehicles for 23 ministers and their deputies to use for official purposes.

Mdletshe, who has served the Zulu monarchy since 1977, was abruptly dismissed earlier this week. 

DA WEIGHS IN ON THE DISMISSAL OF KING MISUZULU’S PRAISE SINGER BUZETSHENI MDLETSHE

The Office of the Premier terminated Mdletshe’s services, citing substantial budget cuts within the provincial Legislature, which controls the budget for His Majesty and the Royal Household.

Surprisingly, the provincial government did not consult King Misuzulu or the Royal Household before dismissing Mdletshe. 

The DA in KZN has since labelled the decision to terminate the services of the praise singer as highly disrespectful and unacceptable.

DA KZN leader Francois Rodgers noted that coincidentally, the ANC’s latest move comes just days after an embarrassing public spat between the traditional Prime Minister of the Zulu nation, Thulasizwe Buthelezi, and ANC provincial chairperson, Siboniso Duma.

Rodgers said they have consistently warned against using the king and the Royal Household to settle political scores. 

He said they have also repeatedly stated that the Legislature is a subject of the king – and not the other way round.

“The DA has long called on the Legislature to engage with King Misuzulu on the creation of a self-sustainable commercial agricultural industry, utilising the land he owns. This would include tourism as a revenue-generating activity.

“In this way, the king and the Royal Household become their decision-makers – instead of political parties in power making pronouncements for them.  The move would also minimise the impact of His Majesty and the Royal Household’s financial needs on the Legislature. This is the best and only way forward,” Rodgers explained. 

KZN PROVINCIAL GOVERNMENT JUSTIFIES ITS DECISION

Following public outrage, the KwaZulu-Natal provincial government refuted claims that it terminated the employment of King Misuzulu’s praise singer.

KZN government spokesperson Bongi Gwala said Mdletshe reached the compulsory retirement age of 65 in 2020 and he was then offered a two-year contract which expired in 2022.

Gwala said there already are two praise singers that were trained and mentored by Mdletshe who were identified as Mtshali and Mkhize.

“Mkhize is employed as a praise singer in his majesty’s portfolio. It would then not be prudent for the provincial government to have two praise singers who are paid by the government from the same budget, so that is where the issue is,” Gwala said.

TORRENTIAL RAINS CAUSE DAMAGE IN KWAZULU-NATAL SOUTH COAST

The significant damage in Margate came after the South African Weather Services (SAWS) the heavy downpours may result in some areas receiving rainfall accumulation of more than 200mm over 24 hours.

The weather service had warned that the heavy rain might lead to localised impact, such as flooding of settlements and roads, damage to houses, and displacement of communities over the extreme south-eastern of the province on Monday.

Areas likely affected include eThekwini Metro, Umdoni, Umzumbe, and Ray Nkonyeni Local Municipalities.

Following the torrential rains, residents in the South Coast of KwaZulu-Natal took to social media to share images and videos of the damage to their properties, roads, and other infrastructure.

ESKOM TECHNICIANS WORKING TO RESTORE POWER

Meanwhile, Eskom also said parts of the KwaZulu-Natal South Coast were severely affected by storms, leading to extensive power outages.

The power utility said technicians have started working to restore power in some areas; however, some are still inaccessible.

“There is no ETR. Customers are urged to treat all installations as live,” the power utility said.

DISASTER MANAGEMENT TEAMS ON HIGH ALERT

The Department of Cooperative Governance and Tradition Affairs (Cogta) in KwaZulu-Natal said its teams are conducting assessments and will provide updates in due course.

KZN Cogta spokesperson Siboniso Mngadi said disaster teams in all the municipalities had been activated.

“We advise communities to seek shelter in safe places. Public facilities, such as community halls, are open as safe havens for those needing shelter. Our teams may have to evacuate people should they foresee a high risk of danger due to inclement weather,” he said.

KWAZULU-NATAL HEALTH RESPONDS TO UNEMPLOYED DOCTORS

On Tuesday, 2 April, unemployed doctors marched to the headquarters at Natalia Building in Pietermaritzburg and sat overnight in front of the building’s entrance.

The doctors vowed only to leave the premises if given letters of appointment. They also demanded to see the HOD, Dr Sandile Tshabalala.

The provincial Health Department said Tshabalala met with the doctors on Wednesday, and after a protracted three-hour meeting, they reached some agreements.

Referring to the sit-in, KZN Health MEC Nomagugu Simelane said they don’t believe that is how both parties should negotiate

Simelane said they do have vacancies that still need to be filled. Those vacancies are in almost all KZN hospitals that have a prerogative to recruit.

“Unfortunately, we cannot fill all those posts how we would like. That means we can fill only those posts that are funded.

“The Premier has been talking to the President about this matter on our behalf. I’ve been talking to the Minister of Health, Dr Joe Phaahla. Our MEC for Finance, Peggy Nkonyeni, has been speaking to the Minister for Finance, Mr Enoch Godongwana to get funding for those vacant posts. That process has not been completed,” Simelane explained.

NATIONAL DEPARTMENT OF HEALTH PROMISES TO HIRE

In March, the Weekend Argus reported that National Department of Health has hired over 200 of the 800 unemployed doctors in the country.

Speaking to the publication, Health spokesperson, Foster Mohale confirmed that 270 doctors have been employed. 

Mohale said advertising and recruiting medical doctors and other health professionals is ongoing. He was unable to confirm how many doctors were placed in designated provinces. 

“So far, about 270 have been appointed; more appointments will be announced in installments,” he told the publication. 

During the 2024 Budget Speech, Finance Minister Enoch Godongwana said R848 billion will be allocated for health services over the Medium Term Expenditure Framework (MTEF).

The R848 billion includes R11.6 billion to address the 2023 wage agreement, R27.3 billion for infrastructure, and R1.4 billion for the National Health Insurance (NHI) grant over the same period.

The 39-year-old Sergeant was arrested on Tuesday, 2 April, in connection with a case of assault with intent to cause grievous bodily harm. He allegedly assaulted his girlfriend on Sunday, 31 March.

ANOTHER POLICE OFFICER ARRESTED IN KZN

South African Police Service (SAPS) spokesperson in KwaZulu-Natal, Colonel Robert Netshiunda, said it is alleged that the officer assaulted a 29-year-old woman along the Mthoko Mkhize Main Road on Sunday night.

The suspect, who works at Mpumalanga police station in Hammarsdale, will appear in the Hammarsdale Magistrate’s Court on Thursday, 4 April.

Netshiunda said investigations are underway into the victim’s allegations that she was initially refused to open a case.

“Should there be any substance on the allegations, internal processes will be instituted, and responsible officers will be subjected to appropriate departmental steps,” he explained.

Mkhwanazi said that police officers should be exemplary and walk the talk.

“Women and children must feel safe around men; they must feel even safer in the presence of police officers, whether on or off duty.

“Police officers must champion the fight against any form of violence perpetrated against women and children. If police officers commit any crime, we shall arrest them and ensure they face the wrath of the law,” he added.

DURBAN METRO COP WHO ALLEGEDLY STABBED GIRLFRIEND TO DEATH APPEARS IN COURT

Meanwhile, Durban Metro Police constable Sizwe Ngema appeared in the Durban Magistrate’s Court on Tuesday, 2 April.

Ngema allegedly stabbed his colleague, who was also his girlfriend, Yolanda Khuzwayo. He filmed his pregnant girlfriend taking her last breath with a knife lodged in her chest.

The murder suspect will return to court on 9 April for a formal bail application.

JACOB ZUMA SURVIVES CAR ACCIDENT

SAPS spokesperson Brigadier Athlenda Mathe said the accident happened on the R66 on Thursday around 18:40.

Netshiunda said a 51-year-old man had been arrested for drunken driving as well as on a charge of reckless and negligent driving.

“The man’s motor vehicle collided with former President Jacob Zuma’s official armoured state vehicle. At the time of the collision, former President Zuma was in the vehicle with his protectors.

“No one was injured, including members of the Presidential Protection Services (PPS). Zuma was evacuated and taken to his residence,” Mathe explained.

It is understood that Zuma was travelling from Nkandla to eShowe to campaign for his uMkhonto we Sizwe (MK) Party.

The 51-year-old man has been detained and is expected to appear before the Eshowe Magistrate’s Court on Tuesday, 2 April.

MK PARTY TO APPEAL IEC DECISION

Zuma’s accident comes as the uMkhonto weSizwe (MK) Party confirmed that it will appeal the Independent Electoral Commission’s (IEC) decision to remove Zuma from its parliamentary list.

MK Party spokesperson Nhlamulo Ndlela said they were not aware of the merits of the IEC’s decision to uphold the decision to prohibit Zuma from standing as one of its candidates for parliament.

On Thursday, the IEC said it received over 80 objections to the candidacy of parliamentary nominees from several parties, including the MK Party.

Eight of those candidates were found to have criminal records, including Zuma. The former ANC President was nominated by his newly formed MK party as its number one candidate for the National Assembly.

DISRUPTIVE RAIN EXPECTED IN KWAZULU-NATAL

The weather service said the disruptive rain could result in localised flooding in some areas.

A significant amount of rainfall exceeding 70mm is expected over 24 hours, which may lead to impacts such as flooding of some roads and settlements, displacement, and traffic congestion.

SAWS said the disruptive rain is expected over the extreme north-eastern parts of KwaZulu-Natal.

Areas likely to be affected include Big Five Hlabisa, Mtubatuba, Nongoma, Jozini, uPhongolo, and Umhlabuyalingana local municipalities.

In addition, more rain is expected in the north-eastern interior of KwaZulu-Natal, the escarpment and Lowveld of Mpumalanga, and the extreme southern Lowveld of Limpopo.

DISASTER TEAMS ON HIGH ALERT

Following the warning, KwaZulu-Natal Cogta spokesperson Siboniso Mngadi said they have activated disaster teams in all the municipalities that are likely to be affected to be on high alert during this period.

Mngadi said public facilities, such as community halls, are open as safe havens for those needing shelter.

“Our teams may have to evacuate people should they foresee a high risk of danger due to inclement weather.

“Motorists are strongly advised to avoid travelling during this period, as bridges may become flooded, posing a risk to life,” he added.

ANC KZN MOURNS THE PASSING OF BHEKA MCHUNU 

Ukhozi FM described the 45-year-old as an individual whose presence was not only felt through the waves but also within the hearts of those who tuned in, making him an indispensable part of its family.

Condolences continue to pour in for the late KZN Matric Excellence founder, who has been ill for some time. 

Due to health woes at some point, Mchunu had to be taken off air after he allegedly fainted. In another incident, he lost his voice during a live broadcast of his show. 

Following the 45-year-old’s passing, ANC KZN spokesperson Mafika Mndebele said Beekay has been an invaluable asset to the nation. 

Mndebele said the former Kanye Nawe host was a remarkable person who excelled throughout his broadcasting career.

“We extend our heartfelt condolences to the Mchunu family, Ukhozi FM, and Amabhinca Nation following this nightmare too ghastly to contemplate.

“We call upon the people of KwaZulu-Natal to pray and support the family, his friends, and Ukhozi FM colleagues during this period,” he said.

Meanwhile, KZN Premier Nomusa Dube-Ncube Bheka also sent her heartfelt condolences to Bheka Mchunu’s loved ones. 

Dube-Ncube said Mchunu was more than a presenter; he was a storyteller, a music lover, and a bridge connecting communities. 

“His maskandi show, Sigiya Ngengoma, brought the soulful rhythms of Zulu culture to life, while his late-night show, Sibhukuda Kwesimanzozo, kept listeners awake during the quiet hours. His voice was a familiar companion, soothing and engaging.”

The Inkatha Freedom Party (IFP) also sent its condolences to Mchunu’s loved ones and Ukhozi FM listeners.

UKHOZI FM CONTINUES TO LOSE PRESENTERS

Beekay’s passing comes just a few months after the death of another beloved presenter, Xolile Irvin Sihlophe.

Sihlophe, who anchored and produced sports shows on the leading radio station, suffered two consecutive strokes and passed away in November 2023. 

In June 2022, another iconic presenter, Scelo Mbokazi, also passed away due to ill health.

WARNING ISSUED OVER DISRUPTIVE RAINFALL IN KWAZULU-NATAL

In the warning, the weather service said significant rainfall is expected over the extreme north-eastern parts of KZN.

Areas likely to be affected include uMhlathuze, Big Five Hlabisa, Mtubatuba, Nongoma, Jozini, Phongolo, and Umhlabuyalingana Local Municipalities.

A moderate tropical storm, Filipo, will result in widespread showers and thundershowers over KwaZulu-Natal. Significant rainfall amounts exceeding 100mm may cause considerable damage.

On Monday, 11 March, SAWS said the north-eastern extremity of KZN, especially the coast and adjacent interior northwards of Richards Bay, can expect sustained, extremely heavy rainfall on Wednesday.

“The heavy rain will cease abruptly by Thursday as the system leaves southern Africa and moves off into the southern Indian Ocean, east of South Africa.”

POSSIBLE IMPACTS:

  • Flooding of roads, bridges and settlements (formal and informal)

The South African National Roads Agency (Sanral) said this is to facilitate blasting under the Lynnfield Bridge on the R103 as part of the construction process of the N3.

BLASTING ON THE N3 IN LYNNFIELD

SANRAL’s Eastern Region Project Manager Jason Lowe said the previously scheduled blasts could not proceed due to technical difficulties.

Lowe said intermittent full closures will occur on the N3 and R103 between the Ashburton and Lynnfield Park interchanges.

“The Road Traffic Inspectorate (RTI) will manage and monitor traffic during all sessions with the assistance of the contractors’ traffic accommodation team,” he added.

THERE ARE NO ALTERNATIVE ROUTES

Sanral said that as the blast occurred on the R103 under the N3 Bridge, there was no alternative route to divert traffic.

A 30-minute delay will be inevitable as both the R103 and the N3 will be closed for the blast’s duration and debris’ clearing.

The intermittent full road closures will take place on Wednesday, 13 March (blast day 2 – main blast).

  • From 14:30 to 14:45 – Close N3 and R103 and blast on the R103
  • Between 14:45 to 15:00 – Clean up any debris on the N3 and R103
  • At 15:00 – Reopen N3 & R103 for all vehicles

Furthermore, Sanral said the closure may need to be adjusted depending on weather conditions on the day. If that happens, a second notice with information on the new schedule will be issued.

Motorists are urged to be patient during the closure as there are no alternative routes.

They are also requested to plan and adjust their routes ahead of time as well as to adhere to all speed limits.

“Sanral apologises to the motoring public for any inconvenience caused and thanks them for their patience during the ongoing road construction,” said Lowe.

In the alert, the weather service said damaging winds, excessive lightning, hail, and heavy downpours would accompany the severe thunderstorms.

The weather phenomena may damage infrastructure in the northern parts of the province and midlands of uMgungundlovu.

The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) is warning residents in the northern parts and midlands areas of the province, which are most likely to be affected.

Areas likely to be affected include Abaqulusi, Alfred Duma – Ladysmith, Big Five Hlabisa – Hluhluwe, Dannhauser, eDumbe, eMadlangeni, Endumeni, Impendle, Inkosi Langalibalele – Escort, Jozini, Maphumulo, Mpofana – Giants Castle – Mooi River, Msinga, Mthonjaneni, Mtubatuba, Newcastle, Nkandla, Nongoma, Nquthu, Okhahlamba, The Msunduzi, Ulundi, Umhlabuyalingana, uMhlathuze, uMlalazi.

DISASTER MANAGEMENT TEAMS ON HIGH ALERT

KwaZulu-Natal Cogta has since advised residents to take proactive measures by moving to safety areas and, where possible, avoiding travelling during this period to reduce risk.

Cogta spokesperson Siboniso Mngadi said the department has activated disaster teams in all municipalities likely to be affected to be on high alert during this period.

“We advise communities to seek shelter in safe places. Public facilities, such as community halls, are open as safe havens for those needing shelter.

“Our teams may have to evacuate people should they foresee a high risk of danger due to inclement weather. Motorists are strongly advised to avoid travelling during this period, as bridges may become flooded, posing a risk to life,” he added.

BODIES OF WORKERS WHO DIED IN THE VERULAM FACTORY FIRE RECOVERED 

South African Police Service (SAPS) spokesperson in KwaZulu-Natal Nqobile Gwala said the victim’s next of kin were informed, and the DNA will be conducted. 

“Police are still searching for the remaining victim. Verulam SAPS is investigating an inquest docket,” she said. 

As previously reported by The South African, nine Malawian nationals were reportedly working the night shift at the furniture manufacturing business when the fire broke out at approximately 23:30 on Friday, 1 March.

Reaction Unit South Africa (RUSA) spokesperson Prem Balram said all exits and entrances were allegedly locked by their employer at the start of their shift. 

“This prevented the men from escaping the inferno. The survivors provided this information and could not be confirmed by Reaction Officers,” Balram explained.

Five employees reportedly jumped out of windows from the upper level of the building. They escaped with minor injuries.

CHRIS PAPPAS CLEARED OF CORRUPTION ALLEGATIONS

In October 2023, Pappas came under fire after being accused of siphoning money from the municipality to his fiancé’s NPO, uMngeni Tourism, by former DA member Sizwe Mchunu.

Umngeni Tourism, chaired by Mayor Pappas’s fiancé, Jean-Pierre Prinsloo, received R100 000 in funding from Umngeni Municipality.

In a letter written to Umngeni Municipal Manager, KZN Cogta MEC Bongiwe Sithole-Moloi said they did a preliminary assessment after being aware of the allegations.

Sithole-Moloi said that based on the information sourced and provided, and without further details, they deduced that the allegations were unfounded.

“It was found that internal controls relating to the funding of Community Tourism Organisations (CTOs) in Umngemi Local Municipality must be strengthened. In addition, standard operating procedures must be outlined.

“More specifically, it was found that Umngeni Local Municipality does not have a policy which outlines the process of funding of CTOs. This contravenes Section 33 of the KwaZulu-Natal Tourism Act 1996 as amended, including no. 2 of 2002,” the MEC explained.

UMNGENI HAS NO POLICY OUTLINING PROCESS OF FUNDING OF CTO’s

Sithole-Moloi said Umngeni Municipality may also want to consider the delegation of the approval of funding of CTO’s to the Municipal Manager. This removes perceptions of political interference in administrative and operational matters.

In power since the advent of democracy in 1994, President Cyril Ramaphosa’s African National Congress has suffered a sharp decline in support, beset by allegations of corruption and mismanagement.

Yet the party remains a formidable machine, with supporters at all levels of government across most of the country, and many South Africans retain proud memories of its lead role in the anti-apartheid struggle.

“Over the next three months we will explain to millions of our people why the ANC remains the party of choice in the 2024 election,” Ramaphosa declared at the party’s manifesto launch for the May 29 general election.

“In the next 50 years, the legacies of apartheid colonialism and patriarchy, which still loom large in South Africa, will be a matter of history. Our confidence rests on that.”

But Ramaphosa also acknowledged that some party members have been found wanting in recent scandals, and vowed that candidates for elected posts would be rigorously screened.

“Yes, when our members make mistakes, we will correct them, We will make sure that they do the right thing,” he said.

Tens of thousands of people dressed in the ANC’s yellow and green colours braved hot and humid weather, packing into a soccer stadium in the port city of Durban.

They had arrived from  early morning, often on organised buses, proud on this day despite the ANC’s shrinking opinion poll lead.

“We were born under this political party and we will go through everything with it,” said Sthabile Nxumalo, 30, who runs a cosmetics business, as she queued to enter the venue.

The ANC faces an uphill battle to keep its parliamentary majority, with polls showing it particularly vulnerable in Durban’s KwaZulu-Natal – a key electoral battleground.

The province is home to former president Jacob Zuma, who, long resentful about the way he was forced out of office, has joined an opposition group seeking to cut into the ANC’s vote share.

Under pressure

ANC supporters at the stadium mocked him by parading a coffin representing the death of his new party. But the fact that he was targeted suggests he has their attention.

“Zuma represents the single biggest threat to the ANC in KwaZulu-Natal,” politics lecturer Zakhele Ndlovu of the University of KwaZulu-Natal said.

South Africa’s second-most populous province, KwaZulu-Natal is seen as a gauge of the ANC’s national prospects.

It has the biggest ANC membership, but the party is already under pressure there from the liberal Democratic Alliance (DA) and its ally, the Zulu nationalist Inkatha Freedom Party.

“If the ANC doesn’t do well in KwaZulu-Natal, it will not do well nationally,” said Susan Booysen, an analyst for the Mapungubwe Institute for Strategic Reflection.

Polls indicate the party could win under half the vote nationwide, which would force it to seek a coalition government to stay in power.

In Durban, supporters heard pledges to build energy infrastructure to end crippling power-cuts and to create jobs.

“We will do better, we will do more, and we will do it faster,” said Ramaphosa, who broke into a little dance before his address.

But some said they have heard that before.

Designed to “try and resuscitate the ANC’s image”, Ramaphosa’s address did not bring any new ideas but rather “promised renewed commitments”, said Booysen.

“They make a lot of promises but in terms of delivering them they are poor,” said Brian Zama, a 40-year-old unemployed father-of-three, who sported a yellow ANC T-shirt but said he was undecided who to vote for.

‘I like Zuma more’

Official figures released over the past weeks show both the murder and the jobless rates have gone up in recent months.

Karabo Kgopane, 40, a public employee, said the party needed “more time” to deliver on its pledges.

“Yes, we have been in power for 30 years but that doesn’t mean we can’t change the situation in this country,” he said.

At the stadium, popular singers entertained the crowd as supporters chanted and danced.

“Before 1994 we didn’t have anything. Now we have free education, we have houses, there has been lots of progress,” said Nomawethu Dlangisa, a teacher in a yellow hat and a long ANC green dress.

Yet, the 52-year-old couldn’t hide her sympathy for Zuma, exemplifying the challenges the party faces in the province.

“I like Ramaphosa, but I like Zuma more,” she said.

Tainted by scandal and facing corruption allegations, 81-year-old Zuma retains the approval of 60 percent of KwaZulu-Natal voters, according to the Social Research Foundation.

His Umkhonto We Sizwe (MK), or Spear of the Nation, party could win about 20 percent in the province, the pollster said.

But his home popularity does not extend nationwide, where polls show the DA and the radical leftist EFF vying for second place.

The South African Weather Service (SAWS) has predicted a serious heatwave this week.

High temperatures could be expected for most of this week, with temperatures peaking during midday.

Gauteng, KwaZulu-Natal, and North-West are three of the potentially affected provinces; the Western Cape also makes the list, where some residents have already received additional fire and/or evacuation warnings.

Heatwave affecting Kwazulu-Natal and surrounding areas

KwaZulu-Natal (KZN) is one of the provinces that could be hardest hit by the heat.

Temperatures have soared above 30 degrees Celsius in recent months. After flooding affected many parts of the province, the heatwave doesn’t bring much relief for repairs being done in high temperatures.

Visitors and residents have been cautioned against direct heat and sunlight, which could cause potential heatstroke.

Prolonged exposure to high temperatures and sunlight could cause heatstroke. Dehydration is also a symptom associated with higher temperatures and could cause nausea or potential headaches.

In the wake of the crash, Transnet Freight Rail (TFR) provided precious few details about what happened and how it was going to rectify the situation.

According to Daily Maverick, TFR said an investigation was under way to determine the cause of the accident. “TFR teams were dispatched to the scene and recovery efforts began in earnest. Environmental teams are also on site to ensure compliance in the recovery and clean-up operations,” said TFR.

The state-owned entity said updates would be provided, however, more than 72 hours after the crash there’s nothing. According to TimesLive, clean-up operations are on-going.

The two trains collided at Elubana, near Richard’s Bay, along the economical vital corridor that runs from Lephalale to the KwaZulu Natal north coast. Thankfully, no serious injuries have been reported, although some train staff were sent for medical observation.

Reports suggest that signals are managed manually, rather than with an integrated, telecommunications-based system to control movement. It is therefore understood that human error or sabotage cannot be ruled out. Another theory is the collision was triggered because of load-shedding in the area.

A disaster of this nature in Richard’s Bay is indicative of systemic problems within Transnet. Back in 2016, it moved 76-million tonnes of coal through the Richard’s Bay Coal Terminal. Volumes have been dropping ever since – down to 48-million tonnes in 2023 – due to maladministration and lack of maintenance on the line.

N2 IN KWAZULU-NATAL DAMAGED BY HEAVY RAINFALL

Sanral Routine Road Maintenance in the Eastern Region Samantha Dladla said the closure of this part of the N2 in KwaZulu-Natal is necessary to ensure the safety and well-being of road users.

Dladla advised to use the alternative route via the P58 road between Booker and Harding. This route has been identified as the most suitable detour.

Furthermore, heavy vehicles are specifically urged to seek alternative routes via Umzimkulu, Ixopo, and Bizana.

“These routes have been deemed more suitable for heavy motor vehicles and will help prevent congestion, potential delays, and related risks.

“Sanral is currently assessing the extent of the damage and will be working around the clock to repair the road as soon as it is safe. Updates on the progress of repairs will be provided to the public in due course,” said Dladla.

Motorists are advised to plan their journeys accordingly and to follow all detour signs and instructions provided by traffic officials.

SANRAL WARNS OF STOP/GO

Sanral also warned motorists of barriers that will be placed on the N2 southbound shoulder of the Phongolo River Bridge as part of ongoing infrastructure repairs.

The barriers will be placed on the southbound shoulder between Tuesday, 16 January 2024, and Thursday, 18 January 2024.

Sanral Eastern Region Project Manager Serisha Sukraj said that during this period, traffic will be accommodated using a stop/go control between 9:00 and 15:00.

In the warning, the weather service said severe thunderstorms with heavy downpours, hail, and strong winds are expected in northern areas in KwaZulu-Natal.

The warning comes just a day after flash floods claimed people’s lives and left scores without shelter.

NO WATER AND ELECTRICITY

On Sunday, 14 January, the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (Cogta) said the heavy rains caused damage to water and electricity infrastructure, leaving some communities in eThekwini and Stanger without water and electricity.

KZN COGTA spokesperson Siboniso Mngadi said disaster response teams, working with all affected municipalities and social partners, are still on the ground providing relief such as blankets, mattresses, and box B, which contain all the amenities a human being needs daily.

Mngadi municipalities have also dispatched water tankers to affected areas as families engage in mop-up operations.

Furthermore, Eskom said technicians are still trying to restore electricity in parts of the province after more inclement weather conditions caused further damage to electricity infrastructure on Sunday.

The power utility said the most affected areas include the South Coast, Umzimkhulu, Vryheid, Dundee, Bergville, Stanger, Mtubatuba, Ulundi, and Empangeni.

TOLL FEE COLLECTION RESUMES

Sanral has also confirmed that  toll fee collections at the N2 oThongathi north ramps in KwaZulu-Natal  will resume on Monday, 15 January 2024. 

This follows the reopening of the M4 Tongaat River Bridge on 14 December 2023.

The collection of toll fees on the N2 oThongathi north ramps was suspended following the devastating April 2022 floods in KwaZulu-Natal.

The KwaZulu-Natal Provincial Disaster Management Centre said it is suspected that the car went missing on 31 December 2023 from Bergville, and further investigations are underway.

Meanwhile, in a separate incident, an adult male from Ezakheni Township in Ladysmith lost his life due to drowning while swimming with his friends. His death was confirmed during the rescue operation.

MORE DROWNING INCIDENTS REPORTED IN KWAZULU-NATAL

The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (COGTA) confirmed a drowning incident that occurred on Saturday afternoon, 13 January, in the Nhlanhleni area under Harry Gwala District Municipality. An adult male drowned while swimming in the Pholela River.

“SAPS Search and Rescue teams were activated at the scene. Unfortunately, they were disturbed by heavy rains, and they will resume the search tomorrow.”

Reports say that rain and storms might continue for tonight (10 January, 2024), and rain has already started to spread through parts of the province – including Durban North and Durban West.

Weather: Rainy evening predicted for parts of Kwazulu-Natal

The South African Weather Service (SAWS) have predicted a rainy evening for parts of Kwazulu-Natal, including Durban North and parts of Western Durban.

Residents and visitors can expect mild storms in some parts, though might also see more serious thunderstorms with the potential for floods.

Toll fee collection on N2 oThongathi to resume on 15 January https://www.thesouthafrican.com/news/sanral-toll-fees-n2-othongathi-toll-gate-latest-news-updates/ Tue, 09 Jan 2024 10:49:24 +0000 https://www.thesouthafrican.com/?p=1942804 The South African National Roads Agency (SANRAL) has confirmed that  toll fee collections at the N2 oThongathi north ramps in KwaZulu-Natal  will resume on 15 January 2024. 

This follows the reopening of the M4 Tongaat River Bridge on 14 December 2023.

TOLL FEE COLLECTION TO RESUME ON N2 OTHONGATHI 

SANRAL’s Eastern Regional Manager Dumisani Nkabinde said the M4 Tongaat bridge suffered major damage during the devastating floods of April 2022 and motorists had to use the alternative N2 national highway. 

The collection of toll fees on the N2 oThongathi north ramps were therefore suspended as per a Government Gazette issued on 17 March 2023. The bridge has now been reopened and access along the M4 has now been restored.

“We will therefore resume levying the tolls once again on 15 January 2024 on the north ramps so that these fees are able to maintain our national roads,” Nkabinde said.

“The Government Gazette with regard to the resumption of the levying of toll fees from 00:00 on 15 January 2024 at N2 oThongathi north ramps for all vehicles was published on 29 December 2023,” he added.

ROAD USERS SPOILT FOR CHOICE 

As previously reported by The South African, the collection of toll fees at N2 oThongathi Mainline and south ramps and N2 uMvoti Mainline and all ramps for all vehicles was suspended due to the KZN floods in 2022. 

The toll fee collection on these roads resumed on 1 April 2023, in terms of the SANRAL and NationalRoads Act.

“Road users now have a choice to either use the N2 or the M4 and, with the reopening, we hope that communities and businesses of Zimbali, Ballito, Salt Rock, Shaka’s Head and other locations within KwaDukuza Local Municipality can once again resume normal operations,” he added.

DISRUPTIVE RAINFALL EXPECTED IN KZN AND MPUMALANGA

The weather service said disruptive rainfall which may lead to localised flooding of susceptible formal/informal settlements, low-lying roads and bridges is expected over the western and southern parts of KwaZulu-Natal and the southern high lying areas of Mpumalanga.

DEATH TOLL FROM FLASH FLOODS INCREASES TO 40

Meanwhile, the KwaZulu-Natal Provincial Disaster Management says the death toll due to inclement weather conditions in the province during the festive season has increased to 40 while five are reported missing.

Heavy rains battered parts of the province on Christmas Eve and after, causing significant damage to infrastructure and property, especially in Ladysmith and Pietermaritzburg.

KZN COGTA spokesperson Siboniso Mngadi said in recent incidents, three drownings were reported in the Harry Gwala District, while two farmworkers were struck by lightning in Bergville.

Mngadi said two people have been discovered by the search and rescue teams in Ladysmith; however, their identities are pending confirmation through DNA if it matches the ones reported missing.

“The rains have also left 74 people injured; some were transported to hospitals, while others were treated on the scene. About 800 households suffered damages, with 247 dwellings destroyed. This has left 47 people homeless, and over 4000 people have been affected,” he added.

The KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs (COGTA) said the numbers have increased as teams continue with assessment. At the same time, inclement weather persists in various parts of the province.

MEC EXTENDS CONDOLENCES

Furthermore, the department said it has been in contact with all those affected and is providing necessary support for its disaster relief efforts, working with its social partners.

KwaZulu-Natal COGTA MEC Bongiwe Sithole-Moloi has since extended her heartfelt condolences to the bereaved families.

“We would like to commend our search and rescue teams, who continue to work tirelessly on the ground to locate those reported missing.

“While the loss of loved ones is a painful experience, we find solace in the closure that comes when search and rescue teams recover the remains of those who were missing. Some families have already laid their loved ones to rest, and as a department, we have been by their side, providing support. We also wish a speedy recovery to those injured,” Sithole-Moloi said.
