However, they still face several issues.

South Africa no longer in the bottom 10

South Africa ranked 29th out of 53 countries in the Expat Insider 2024 survey.

Compared to last year, South Africa’s ranking has improved significantly, after being in the bottom 10 spots for four consecutive years.

The subcategories in which expats ranked the country the highest are the Personal Finances Index, Housing, and Leisure categories.

Major challenges remain in terms of the Safety and Security, and Travel and Transit categories.

Safety is a major concern

Expats’ biggest concern is safety and security. South Africa ranked right at the bottom in this category. Survey participants highlighted personal safety and political stability as the main areas of safety concerns. More than half of expats that participated in the survey rated personal safety as poor. The global average in this category is 8%.

Transport issues

In addition to safety, survey participants noted poor affordability and availability of public transportation as areas of concern. Furthermore, nearly two-thirds of respondents indicated that they feel that it is neither easy nor safe to get around on foot or by bicycle.

Expats are enjoying South Africa’s food

South Africa was ranked very favourably in the categories for leisure activities and culinary landscape.

Other categories that fared well are Environment and Climate, and Healthcare. The availability and quality of healthcare are the reasons for the good rating, while affordability and accessibility were not rated as favourably.

Researchers and relocation experts at 1st Move International recently analysed search data to find the countries that people are most interested in moving to.

According to Daily Mail, the data was found using Google Keyword Planner to find the number of searches for relocating, moving, and houses in each country to reveal the most-searched-for countries.

The data found that Canada was the most popular, with an impressive 1.5 million hits. Closely following was Australia in second place with over 1.3 million relocation searches and New Zealand in the third spot with over 1.1 million searches.

1st Move International claimed that ‘Canada is a diverse country with a high quality of life. Along with publicly funded healthcare and education, Canada boasts stunning natural beauty.’.

Canada was the most popular country to relocate to for 74 countries, with India, Nigeria, and South Africa having searched for a relocation to Canada the most, with 170 000, 39 000, and 30 000 searches, respectively.

The data found that the land-down-under was the second-most popular for 20 countries in total, with the top three countries searching for relocation to Australia being the United Kingdom, New Zealand, and Ireland. The UK alone searched to relocate to Australia over 400 000 times, the second-highest total searches for an individual country.

Third-most popular was Spain, with 17 countries in total searching to relocate there. Sweden, the Netherlands, and Germany longed the most to move to Spain, searching 20 000, 19 800, and 18 900 times, respectively.

Viljoen, a former CEO at SAA, was instrumental in modernizing the airline.

It is always good to hear of South Africans making a mark abroad. South Africans are scattered all over the world, bringing their skills and expertise to businesses across the globe.

FORMER SAA CEO

With his experience in aviation, Viljoen has worked wonders at Fiji’s national carrier.

Viljoen started his career in South Africa and spent time at three of the country’s airlines – where he was involved with finance, business development and turnaround strategies.

Viljoen worked for Comair, South African Express and South African Airways before heading over to the Indian Ocean Island of Mauritius.

He headed Air Mauritius for a number of years before relocating to the small island state of Fiji.

FIJI AIRWAYS

Viljoen joined Fiji Airways as managing director and chief executive officer in October 2015.

His work in raising the airline to new heights has paid off. Viljoen’s efforts to reform the country’s airline and economy have not gone unnoticed.

Viljoen has been awarded Fiji’s Executive of the Year Award in the Fiji Prime Minister’s International Business Awards.  

He was also named Visionary of the Year in the ANZ Fiji Excellence in Tourism Awards.

TRANSFORMATION OF FIJI AIRWAYS

Last year was a transformative year for Fiji Airways, characterized by increased operations and unprecedented growth.

The airline flew 26 586 international, regional and domestic flights – representing a growth of 40 percent compared to the previous year.

Fiji Airways added two new Airbus A350 aircraft to its fleet, enabling it to add more routes and flights to its flight schedule.

The airline also operated its first-ever flight fueled by Sustainable Aviation Fuel (SAF).

In addition, the airline has joined the Oneworld Alliance. It becomes the fifteenth member of the airline group.

RECORD PROFITS FOR FIJI AIRWAYS

On 9 May, the airline released its financial results for the period ending 31 December 2023.

Fiji Airways Group announced a record profit before income tax of $131.8 million (R2.5 billion) and operating revenue/earnings of $1.8 billion (R33.8 billion)

Both of these figures are the highest ever in the history of the airline.

PROFIT SHARE PAYOUT

Based on its record-breaking financial performance, the Fiji Airways Board of Directors has endorsed a profit share payout of $5 000 (R 93 750) to all eligible non-management employees.

This is to recognise employees for their hard work and dedication.

BENEFITS FOR FIJI’S ECONOMY

The airline’s growth and profitability positively impact Fiji’s economy.

I want to put into perspective exactly what these financial results mean not just to the national airline – but to the country. The $1.8 billion revenue (earnings) is a direct injection into the economy.” Fiji’s Deputy Prime Minister and Minister for Finance, Strategic Planning, National Development and Statistics, Professor Biman Prasad said.

Fiji Airways’ unprecedented growth helps the small island state’s economy in countless ways.

It enables the government to improve public services and offer employment. Moreover, it leads to improved livelihoods for citizens.

It spurs activity not just in the tourism sector but across the national economic landscape by way of salaries, the purchases of goods and services, payment of utilities, new investments and countless other daily transactions – all of which collectively fuel the engine of growth. As CareerJunction explains, “Individuals from Europe, Central Asia and North America don’t necessarily consider moving abroad as potential career enhancement. However, individuals from Sub-Saharan Africa, seem to believe that moving and working abroad can benefit their career.”

However, South Africans specifically only rank career advancement at number seven as a reason to consider emigrating. A concrete employment opportunity is number one for Saffas, second is money and education third in main big drivers for South Africans to move overseas. Interestingly, people from Sub-Saharan Africa and South Asia show the highest willingness to move and work abroad anywhere in the world.

According to Stats SA’s Migration Profile Report for South Africa, the number of South Africans leaving the country has increased by 82% over the past 20 years. Thats 501 600 in 2004, compared to 914 901 in 2024. Moreover, the jobs skilled South African expats take once they’ve is fascinating. An Australian census of the 189 207 South African expats living down under found the following, reports Business Tech:

One third of the jobs skilled South African expats take are as professionals. That’s to say bachelor-degreed – or often higher – doctors, teachers, accountants, lawyers, etc … While 14% hold management roles, and The South African has already covered how many management jobs businesses can’t seem to fill locally.

That leaves the other roughly 50% of South Africans filling jobs like:   

  • Clerical and administration.
  • Tradespeople.

  • Most expats move to the United Kingdom (UK).
  • Next is Australia ranked second.
  • Then the United States, which is the third most popular destination for South African expats.
  • 7 out of 10 South Africans live in Europe or Oceania.
  • South Africans moving to Australia has increased 150% in 20 years.
  • Expats moving to New Zealand has increased by 190% in the same period.
  • Many of the 205 000 South Africans living in England and Wales classify as highly qualified.
  • 54% of adult South Africa expats hold a higher-education degree.

WHY SOUTH AFRICANS LEAVE

People surveyed say they’re leaving because of a lack of job opportunities. And skilled South Africans between 18-24 years of age are the most likely to do so, with 25% considering it. Meanwhile, 10% cited the hope of a better life and higher standard of living as their reasons to consider leaveing.

We wait for 29 May’s General Elections, to see if those assertions are indeed well founded or not, as Mzansi’s heads into the next phase of its democracy …

The Commission of the European Union (EU) has proposed negotiations with the United Kingdom (UK) to facilitate youth mobility.

This would make it easier for young citizens to study, work and live in each other’s territories.

MOVEMENT BETWEEN EU AND UK

Since Brexit, when the UK left the EU, the movement of people between these regions has declined.

This removed opportunities for young UK and EU citizens to partake in cultural, research, educational, and training exchanges.

UK AND EU YOUTH MOBILITY SCHEME

The proposal aims to grant young people the right to travel between the EU and the UK for longer periods.

Moreover, it will set out the conditions that must be met by young people. This will facilitate movement between the EU and the UK for study, training and work purposes.

UK AND EU YOUTH MOBILITY SCHEME

The aim is to create an agreement that will make it easier for young citizens of the EU and UK to study, work, and live in each other’s territories without strict rules, SchengenVisaInfo reports.

Therefore, by putting forward this proposal to facilitate youth mobility between the EU and UK, authorities aim to remove barriers.

CONDITIONS FOR NEW YOUTH MOBILITY SCHEME

The conditions that must be followed include age, maximum stay duration, conditions of eligibility, and rules for verifying compliance.

Under the proposed agreement, citizens of the EU and UK between the ages of 18 and 30 could stay for up to four years in the destination country.

UK WORKING HOLIDAY VISAS

The UK previously offered two-year working holiday visas to most Commonwealth nationals aged between 18 and 30.

It still offers these visas to states with reciprocal agreements for UK nationals.

Furthermore, the eligible age for UK Working Holiday (subclass 417) visas is now 18 to 35.

South African passport holders were eligible for working holiday visas until 2009.

Meet the busker aiming to play at every London tube station https://www.thesouthafrican.com/world-news/meet-the-busker-dan-tredget-aiming-to-play-at-every-london-underground-tube-station/ Fri, 29 Mar 2024 10:20:15 +0000 https://www.thesouthafrican.com/?p=2052914 Strumming his acoustic steel string guitar on a busy street in east London, 27-year-old Australian singer-songwriter Dan Tredget is a man on a mission.

Tredget, originally from Perth, Western Australia, is aiming to become the first person to busk at every London Underground station.

With 272 stops on the network, it is a daunting task.

“It’s pretty overwhelming when I look at the map sometimes, seeing how many stations I’ve got left to complete”, he told AFP shortly after ticking off his 124th stop, Upton Park.

“But it’s also quite uplifting to know that I’m pretty close to the halfway mark.”

Tredget’s journey began in April 2023, after a guitar student of his cancelled a lesson. Wondering what to do with the free time, Tredget made a first foray into London busking.

Self-filmed clips of the session did well on social media and he decided to take the online “content game” more seriously, devising a way to boost his profile as a musician.

The initial plan was to play at “iconic” spots in the British capital, such as the London Eye and Big Ben.

But he soon realised that “the Underground itself is pretty iconic. And it’d be a great way to just get out to all corners of the city.”

Charity fundraiser

Busking inside stations is not as simple as many would imagine, with an official licencing system and fierce competition for official “pitches” to perform at.

Because of that, Tredget mainly busks on the street immediately outside the stations, playing songs by the likes of Oasis, Coldplay and Ed Sheeran.

Twenty to 30 stops in, and with earnings steadily building, he decided to turn the endeavour into a fundraiser for London homelessness charity Glass Door.

He expected the footfall around central stations like Leicester Square and Piccadilly Circus would make “Zone 1” stops the most lucrative.

But in reality, he has had more luck at stops further from the centre.

“People are a bit more relaxed, maybe. They’re not rushing around in the outer zones and they’ve got a bit more time to hang around and watch for a bit, have a chat,” he said.

The most successful stop was south London’s Tooting Broadway, on the Northern Line, generating £52 (R1 240).

But that has since been overtaken by Highbury and Islington on the Victoria Line, where Tredget made £57.29 (R1 367).

On the day AFP caught up with him, he was busy making his way along the District Line, the network’s largest by number of stops.

A slow trickle of passers-by paused to offer a coin or tap a bank card outside Upton Park and Plaistow stations.

Many were curious about the task of the easy-going Australian, who admits there is still a long way to go to meet his goal of raising £10 000 (R240 000).

With a combination of street and online donations, he recently broke the £1 000 (R24 000) mark.

“It’ll be quite a push to get to the 10k mark but I’ll still make that the goal. And we’ll see how far we can get,” he said.

Tredget is already envisioning future challenges, including the possibility of extending beyond the Underground to include the Overground and the Docklands Light Railway in east London.

That would add a further 158 stations to his playlist.

The South African website wishes Dan Tredget all the very best in his fundraiser.

One of those was Cape Town-born Reg Bamford.

Bamford, now 56, took on the challenge of the 109km route, crossing the finish line in a time of 5:56:28 according to the official SportSplits tracking app.

When he’s not putting his foot to the pedal, Bamford is an internationally renowned name in the sport of croquet.

Bamford has dominated world croquet in recent decades, having first competed at the highest level in the mid-1980s.

He is the only player to have won both versions of the World Championships (Golf Croquet and Association Croquet) and held both titles simultaneously in 2013.

Bamford has won the Association Croquet World Croquet Championship five times (2001, 2005, 2009, 2012 and 2020), and the WCF World Golf Croquet Championship twice (2013 and 2017).

He has won the British AC Open Championship 12 times and the British GC Open Championship 12 times, the premier events in the UK of each code. 

He was ranked 29th in the 100 Best Sportspeople in the World for the year 2020 by Sports Media.

Off the sporting field, Bamford is a qualified Chartered Accountant having completed his articles at Deloitte South Africa in 1992.

He went on to establish Sable International, a company that offers services to expats and high-net-worth individuals.

Meanwhile, as reported by The South African website, Cape Town mayor Geordin Hill-Lewis was also among the tens of thousands of cyclists to tackle Sunday’s 46th edition of the Cape Town Cycle Tour.

Premier of the Western Cape, Alan Winde, also took to the start line to complete a tour of the peninsula, as did two-time Rugby World Cup-winning Springbok star, Damian Willemse.

Ergo, living in South Africa is roughly 50% cheaper than living in the UK. Similarly, the average UK salary is R60 000 versus less than R25 000 in South Africa. Now, imagine you could earn foreign currency from South Africa. That’s also why we have so many swallows from the Netherlands, Germany and the UK flitting down to sunny South Africa for however many months, seemingly without a care in the world.

That’s where the Department of Home Affairs‘ recent announcement of foreign remote-worker visas (up to 6 months a year) is actually a shrewd one. This means if you could land a job in the UK (or elsewhere) doing what you do but working from South Africa, you’d earn nearly three times, but in a place that’s half as cheap. Makes sense?

Educated and experienced South Africans in IT, finance and management are being headhunted mercilessly by international firms. In Offerzen’s State of the Software Developer Nation, 9.1% (roughly 10 000) of South African software developers work for international-based companies from home. This is up from 3.9% the year before (more than double).

There are lots of other, less obvious, reasons why international firms love to hire South Africans. Call it the ‘Rassie effect’, but South Africans have zero sense of entitlement. In life, nobody owes us anything. We’re honest and thick-skinned. We don’t beat around the bush, and we tell it like it is, which is invaluable to an employer. Lastly, we’re a nation that’s filled with gratitude. There are so few genuine opportunities in Mzansi that when we do find one, we work our arses off to keep it.

As grand as it sounds to earn foreign currency from South Africa, there are some legalities that need sorting. The employer needs a local business entity that can hire, file taxes and manage employment matters from within South Africa. However, failing this, an alternative is an Employer of Record (EoR) service.

An EoR sets up entities and manages the admin of payroll and taxes for overseas companies wanting to hire South Africans, all for a monthly fee per employee. These are a few of the global players operating in South Africa:

EMIGRATION

A survey conducted by the Inclusive Society Institute (ISI) found that around 9% of South Africans surveyed were considering emigrating.

Over 23% of South Africans who indicated that they were considering emigration gave better job opportunities as the reason for this.  

The data showed that the number of South Africans wanting to leave the country increased with qualification levels and wealth.

YOUNG PROFESSIONALS

Skilled South Africans aged between 18 and 24 are the most interested in emigration, with 13.56% seriously considering emigration, compared to the 9% average.

This is worrying because South Africa’s economy is not providing enough job opportunities to retain educated young people.

It appears that young South Africans are emigrating mainly to English-speaking countries with developed economies.

However, non-English-speaking countries such as Germany and Botswana are becoming increasingly attractive.

BRAIN DRAIN

The loss of skills is nothing to celebrate since SA is already experiencing a brain drain, which is costing the country dearly in terms of skills required in the local economy.

The absence of key skills is a major setback in maintaining the country’s ageing infrastructure, planning and developing new initiatives and a host of other factors.

ECONOMIC GROWTH

Since emigration impacts the economy, the loss of valuable young professionals does not bode well.

SA’s local economy will not grow as much as it could with declining numbers of educated high-income earners.  

South Africa has lost thousands of dollar millionaires in recent years. The BRICS Wealth Report 2023 indicates that South Africa has lost around 9 000 millionaires over the past ten years.

In South Africa there is less job opportunity and protection, so we know from a young age that it’s hard work that determines success.

It’s called Ubuntu, and because of it we will do whatever it takes to get the job done, sometimes even doing other people’s work if required. One thing you will never hear a South African saying is, “That’s not my job”. We do what it takes to secure our future.

The fact that the country has a need for skilled workers is one of these. It has one of the world’s strongest economies but it also has one of the world’s oldest populations and lowest birth rates.

Hence the need to welcome migrants.

SOUTH AFRICANS CHOOSING CANADA

According to Sable International’s Citizenship and Immigration Director, John Dunn, Canada was one of the top five countries South Africans emigrated to in 2023.

BusinessTech says that South Africans have traditionally scored highly in its Express Entry Program for skilled workers.

This is due to English language skills, the ability to obtain skilled work and educational credentials.

SA EX-PATS IN CANADA

According to data from Canada’s latest census, 51 590 South Africans live in that country. The expansive country has 9 provinces.

Data reveals that most South Africans in Canada are now living in urban centres.

This census was conducted three years ago (2021) so these figures might have changed slightly.

While these hurdles may seem significant to many people who think that South Africa is no longer the ideal place to call home, these issues seem insignificant to some SA expats who are returning to the country.

REASONS SOUTH AFRICANS RETURN

Tax Consulting SA says that the return of South African expats is due to a number of factors.

Among these is the lower cost of living and the affordability of home ownership in SA.

This is compared to other countries that South Africans have migrated to.

Other reasons motivating a return to South Africa include:

  • Climate and weather conditions,
  • Fear of war and natural disasters,
  • Longing for family and friends,
  • High cost of living in overseas places including the USA, UK, Europe, Australia and New Zealand.

FEWER EMIGRATION DRIVEN SALES

Despite messages about increased numbers of South Africans emigrating, FNB’s Estate Agents Survey for the fourth quarter of last year shows that property sales connected to emigration have decreased.

“Emigration-related sales were steady at 8%, significantly lower than the peak of 18% observed in 2019 but in line with the long-term average since Q4 2007,” FNB said, per BusinessTech.

REVERSE MIGRATION

Realtors in Johannesburg have spoken of increased property sales to South Africans returning to the country.

Principal of the Chas Everitt Hyde Park and Sandton, Rory O’Hagan, has noticed a reverse migration trend, where South African expats are returning to SA.

LUXURY PROPERTIES

O’Hagan said that some expat returnees are coming back to well-paying jobs in Johannesburg, amid the country’s skills shortages.

He stated that many of these individuals were also buying luxury properties in the city, at bargain prices.

Relocating from SA? It is important to understand the different types of financial assets you may have and what the best way is to take them out of the country.

Relocating: Capital vs income funds

When relocating from SA to live abroad, the transfer of funds will depend on what type of funds you have. SARS will regard your funds as either capital or income funds. Lovemore Ndlovu from Tax Consulting SA, gave an example to illustrate the difference: “the sale of property is regarded as a capital event, however, any rental activities are regarded as income”.

“Misalignment on these could very quickly land the taxpayer in hot waters, with declined applications and burdensome audits, further building on an already stressful move,” said Ndlovu.

Capital assets

Capital transfers are subject to change control allowances and SARS clearance certificates. This allows taxpayers a once-off allowance of R1 million in the calendar year when an individual ceases their tax residency. For additional funds, the individual will need further clearance.

Taxpayers can keep assets in South Africa. These will be part of their capital assets. You can transfer these at a later stage. Keeping your property in South Africa and only transferring related funds after the sale is finalised, is an example of this.

Income assets

Income generated from capital assets is freely transferable offshore after you have ceased tax residency, according to Business Tech, but your SARS tax compliance status must be verified once a year.

Ndlovu said that the funds seen as income include property rentals, payout from life annuities, and remaining salaries earned in South Africa.

Inheritance funds

You can freely transfer inheritance acquired in South Africa provided that the estate involved has been finalised. You do not need SARS clearance, irrespective of the amount you want to transfer.

If you are no longer registered for tax on the SARS system, the regulations are different.

In this case, if the inheritance is over R10 million, you will have to apply for a letter of compliance. You can only use this letter if you are no longer registered for SA tax and want to transfer:

  • an inheritance or life insurance policy above the value of R10 million; or
  • a distribution from a South African Trust as a beneficiary, irrespective of the amount.

Therefore, we’ve seen a growing trend of large multinationals setting up subsidiaries locally. Because, truthfully, South African staff are as educated and skilled as their overseas counterparts but need only to be paid a fraction of the income.

“Our country has been favoured as a fast-developing outsourcing industry for years now. South Africa is home to a highly educated and skilled workforce, with many individuals holding degrees,” says Bjorn Annegarn of Strider Digital.

As a result, back in 2020, McKinsey named Mzansi the second-best Business Process Outsourcing (BPO) location in the world. Accordingly, it predicts this sector will grow 3% annually. And at the centre of this allure is South African staff and their hard-working nature.

So, latest statistics say the average South African works upwards of 43 hours per week. This equates to nearly nine hours per day across a typical five-day work week. In turn, South African staff rank at number five for the hardest working people in the world.

“The Electoral Commission has enabled online registration for the first time to allow South Africans outside the country to easily register for the forthcoming 2024 National Wlections,” said Mamabolo.

Approximately 21 000 overseas-based South Africans voted in 2019, and the commission hopes the introduction of online registration system will attract more citizens living abroad. If you are living abroad and cannot use the online portal for whatever reason, citizens may register as voters in-person at their nearest South African mission, embassy and consulate.

GERMAN CITIZENSHIP

The country’s lawmakers approved legislation that eases the rules on gaining citizenship and ends a ban on dual nationality.

German Chancellor Olaf Scholz put forward the bill to parliament on Friday 19 January.

The new legislation will allow people to become eligible for citizenship after having legally lived in Germany for shorter periods.

DUAL NATIONALITY

The new rules will allow Germans to hold dual nationality. This has customarily been allowed only for citizens of other European Union countries.

Therefore, holding two nationalities will soon be permitted in Germany. This will allow thousands of German-born Turks to become German nationals.

5 YEAR RESIDENCY RULE

The amendment will allow people to become eligible for German citizenship after five years in the country. The requirement currently sits at eight years.

In the case of “special integration accomplishments” individuals may apply for German citizenship after just 3 years.

GERMAN BY BIRTH

Under the new rules, children born in Germany will automatically become German citizens if one parent has been a legal German resident for five years.

The current requirement is previously set at eight years.

REASONING

The update is set to benefit numbers of foreign nationals who have lived in Germany for decades.

“With the new citizenship law, we are saying to all those who have often lived and worked in Germany for decades, who abide by our laws, who are at home here: You belong to Germany,” Scholz said, per Al Jazeera.

It will also help Germany to solve the skilled worker shortage that the EU country is experiencing.

Opposition parties in Germany have argued these nationality changes would affect the value of German citizenship.

The economist advises South Africans to pay as little tax as possible, without breaking the law.

However, he also warned against a tax revolt or completely stopping the payment of taxes.

“I encourage people not to break any laws but to make use of every possible legal loophole to pay as little tax as possible in South Africa,” he said.

Awareness is just as important as saying no, and staying away from drug abuse means knowing about it.

In recent years the United Kingdom has seen high flows of legal migration, which has led to public discontent.

The UK government has announced that it will clamp down on the number of legal migrants it allows into the country from next year.

SKILLED LABOUR SHORTAGE

However, the United Kingdom will still need professionals from other countries. Since leaving the European Union (EU) the country no longer has the labour flows from Europe that it previously had.

This has resulted in labour shortages in several key areas. The country now has to recruit workers from countries outside of the UK, providing them with work permits.

LOW UNEMPLOYMENT

According to recent data from the European Labour Authority (EURES), The Netherlands currently has 194,784 job open job vacancies.

With a current unemployment rate of 3.5 percent, the country is however still facing some skilled labour shortages.

NETHERLANDS SKILLS SHORTAGES

While this figure is considered by the EU Commission to be very low, there are still skills scarcities in some key areas.

The Employee Insurance Agency (UWE) reports that occupations in education, industry, technology, IT, transport and logistics have for years experienced labour shortages in the Netherlands.

According to Schengenvisainfo, the 15 occupational groups that experienced the most constrained labour markets in the fourth quarter of 2022 included:

  1. Databank and network specialists
  2. Software and application developers
  3. Retail and wholesale managers
  4. Electrical engineers
  5. Machine fitters
  6. Specialist nurses
  7. Engineers (other than electrical)
  8. Industry and construction production managers
  9. Transport planners and logistics workers
  10. Military occupations
  11. Electricians and electronics mechanics
  12. Nurses (senior secondary vocational education (MBO) level)
  13. Financial specialists and economists
  14. Auto mechanics
  15. Laboratory technicians

WORKING IN NETHERLANDS

Citizens of EU or EEA countries or Switzerland do not need work visas to work in the Netherlands. If intending to stay in the country for more than four months, they must obtain a Citizen Service Number.

To obtain a Dutch work visa, foreign nationals must have an employment contract with a Dutch employer and earn at least the minimum wage set for employees aged over 23 years of age.

The current minimum wage in the Netherlands is €1995 (R 40 700) per month. In addition, the employer must demonstrate that the position could not be filled by a Dutch or other EU/EEA national.

The UK is often viewed as an ideal migration destination for South Africans.

A familiar language, cultural similarities and employment opportunities make the UK an attractive country for South Africans.

SA EXPATS

South Africa has a large migrant stock in the United Kingdom. The number of South Africans living there is estimated to be over 220 000. 

Data shows that the UK is home to the largest number of South African expats outside of SA, followed by Australia and the USA.

BREXIT

High levels of legal migration have dominated Britain’s political landscape for some years. Thus, in 2016, the United Kingdom voted to leave the European Union (EU).

One of the primary reasons was so that it could take control of its borders and tackle the country’s migration issues.

The UK’s departure from the EU led to mass labour shortages in numerous areas of the economy. This in turn led to the ramping up of permits for workers from countries outside of the EU. 

Net migration to Britain in 2015, the year before the Brexit referendum, was 329,000.

MIGRATION FIGURES

Conservative-led governments in the UK have pledged to reduce migration with targets of net figures of less than 100,000 people.

Data showed that the UK’s overall immigration in 2022 was almost 1.16 million people, while emigration figures stood at 557,000.

The Office for National Statistics (ONS) said in May that 925,000 of those arriving in 2022 were non-EU nationals, 151,000 came from the EU and 88,000 were British citizens.

“Migration to this country is far too high and needs to come down, and today we are taking more robust action than any other government before,” Cleverly told lawmakers, per Al Jazeera.

NEW MIGRATION MEASURES

The UK’s Home Secretary James Cleverly has come under pressure since assuming office three weeks ago. This is because of the high numbers of immigrants coming into the UK. 

Cleverly emphasized the need to tackle the migration issue. Consequently, the Home Secretary presented a new five-point plan. This is set to come into effect next spring.

The measures include:

The minimum salary for foreign skilled workers will be raised from £26,200 to £38,700 (about R623,000 to R920,000), though the health and care sector will be exempt).

The minimum income requirement for a spouse or family visa will be raised from £18,600 to £38,700.

Care workers will not be allowed to bring any dependants to the UK, and care firms are required to be registered with the Care Quality Commission in order to sponsor visas for candidates.

The UK’s Skills Shortage Occupation List will be amended. The current 20% going rate salary discount for occupations in short supply will be abolished.

Rules on students bringing family members to the UK will be tightened. The Migration Advisory Committee will be commissioned to carry out a full review of the graduate visa route.

These measures are set to reduce the number of legal migrants entering the UK.  Cleverly said that these controls as well as previously announced measures (regarding students) would have led to 300,000 fewer people being legally eligible to enter the UK.

The country is the birthplace and breeding ground of several talented individuals who have made it on the international scene.

However, many talented South Africans move away to countries where they are more able to fulfill their potential.

TALENTED INDIVIDUALS

Though not all of its talented individuals permanently live in the country, SA still lays claim to some of the world’s most talented people.  

Today the country claims as its own, high flyers such as Tesla founder Elon Musk and transplant surgeon Patrick Soon-Shiong, who are both now based in the USA.

BEST COUNTRIES

There are a number of countries which attract talented individuals from across the world.  

Results from a survey by Insead Business School have revealed the world’s top countries in this year’s Global Talent Competitive Index report. 

Switzerland emerged as the leading nation in cultivating talent, closely followed by Singapore and the United States.

Denmark, the Netherlands, Finland, Norway, Australia, Sweden and the United Kingdom complete the rest of the top ten.

SWITZERLAND

The Alpine country took the top spot in a ranking of nations based on its ability to attract and retain talent, marking a decade of domination in the index.

Switzerland placed first in enabling and retaining talent categories due to its high levels of social protection and its natural environment.

OTHER COUNTRIES

Singapore and the USA also nabbed top spots on the list, which is dominated by European nations.  Seven of the top ten are in Europe.

Singapore’s educated labour force and its innovative economy helped it take the title as the best overall in global knowledge skills, while the USA placed first in growing talent due to its world-class universities and business schools.

SOUTH AFRICA

Out of the 134 countries ranked in the index, South Africa has fallen to 68th position, down from 60th in 2022. The country ranked 55th when the Index was launched in 2013.

According to Business Tech South Africa is running short on talent in current times. Many of the country’s most talented no longer hang around to use their skills in South Africa. 

In the past, the country has had a number of eminent talented individuals with skills in various areas ranging from business to medicine to sports. 

South African icons such as heart surgeon Dr Christiaan Barnard, hotelier Sol Kerzner and golfer Gary Player come to mind. Tennis player Roger Federer and comedian Trevor Noah also do the country proud.

RAINBOW NATION

South Africa is a nation made up of immigrants. People from Europe, Asia, the Americas and the African continent all constitute SA’s diverse population. 

But sadly, SA has become an exporter of talented individuals in recent times. 

MIGRANT STOCK

If one travels to far-flung corners of the world, it is not impossible to find South Africans living or working outside of SA.

According to its history, the monument was inaugurated in the year 1949 to commemmorate the Groot Trek. The building was designed by famous architect Gerhard Moerdijk, and for many people have become a symbol of South Africa’s founding history.

PORTUGAL – minimum investment: €500 000 (R10 million)

Reports of Portugal’s golden visa’s demise have been exaggerated. True, it no longer offers a real-estate investment path to residency, but there are still many options. Portuguese residency has long been a top choice for South Africans because it enables visa-free travel throughout the Schengen area.

Best of all, your investment towards your golden visa is 100% towards your personal investment, there is no government donation. There is a minimum stay of 35 days over five years (average of one week per year) though.

GREECE – Minimum investment: €500 000 (R10 million) in real estate

After the financial crisis of 2009, Greece has seen a remarkable economic recovery. Good news for golden visa applicants, which grants a long-term residence permit for as long as you maintain ownership of a qualifying property.

The golden visa provides a route to naturalisation and EU citizenship after a minimum of seven years living in Greece. However, there’s no requirement to relocate and no annual minimum stay for the residence permit. And you still get visa-free travel throughout the Schengen states.

MAURITIUS – Minimum investment: $375 000 (R7.1 million) investment in approved property

Mauritian residency permits can be approved in as little as three months and, as with Greece, the residency permit remains valid for as long as the property is owned. The new law governing this comes into effect today, Saturday 7 October 2023.

INVESTMENT SCHEMES        

Portugal attracted large numbers of expat residents to its shores by offering investment visas (golden visas) to foreign nationals who purchased real estate.       

Portugal became home to scores of Americans, Chinese, Israelis and other nationals who found La Dolce vita (the sweet life) in that country.

The golden visa programme was an easy way for foreigners to buy into the Portuguese lifestyle through property ownership.

NEW LAW 

Portugal News reports that new residence permits for investment activities, known as golden visas, will no longer be accepted.

The law states that this takes effect from Saturday 7 October.    

“New applications for residence permits for investment activities are not accepted”, the law states, per Portugal News.

EXISTING PERMIT HOLDERS

Foreign nationals who are already in possession of Portugal’s golden visas are periodically required to renew their authorisations, to retain their right to legally remain in Portugal. However, the new ruling will not affect these individuals.  

“These authorisations have been granted under the legal regime applicable until the date of entry into force of this law”, the document states.

This also applies to the granting or renewal of residence permits for family reunification.

BANNING INVESTMENT VISA SCHEMES

Last year the European Union raised concerns about golden visa programmes offered by several member states.   

The European Commission called on EU governments to end national programmes that sell citizenship to investors (also known as golden passports schemes) and urged them to suspend the sale of visas to Russians and Belarusians.

The move was a push from the European Parliament. It was an attempt to regulate the multi-billion-euro citizenship and visa industry, which the EU considered a security risk.

ALLURE OF PORTUGAL

For several years the European country was the talk of the town, attracting surprising numbers of South Africans.

The Western European country was not only popular for South African expats seeking a peaceful life but for large numbers of foreigners from several countries.

EuroNews reports that the new law is expected to come into force in three stages: in November 2023, March 2024 and June 2024.

WORK OPPORTUNITY – CHANCENKARTE

Germany aims to overcome its skilled worker shortage with a new ‘opportunity card’. The ‘chancenkarte’ will use a points system to allow workers with skills to move there.

Currently, most non-EU citizens must have a job offer before they can relocate to Germany. However, the country’s immigration process is bogged down by red tape.

A visa for job seekers already exists, but the new ‘chancenkarte’ is expected to make it easier and faster for people seeking work opportunities in Germany.

REQUIREMENTS

The points-based system considers qualifications, professional experience, age, language skills and connections to Germany.

Each year quotas will be set, determined by which sectors need workers. Three out of four of the following criteria must be met to apply for the scheme:

  • A degree or vocational training 
  • Three years professional experience
  • Language skills or a previous stay in Germany
  • Being under 35 years of age

Visa price hikes that will take effect in October 2023 are about to make traveling to the UK a lot more expensive. Business Tech is reporting that South Africans who need visas traveling to the UK are in for a shock with 15-20% price increases across the board.

The reason behind this is UK Prime Minister, Rishi Sunak, having to come up with creative ways to fill government coffers without raising taxes. It’s not dissimilar to the financial crisis South African finds itself in, having to either increase VAT or cull the SASSA SRD grant.

Nevertheless, Sunak has opted not to raise taxes for his citizens, but the government is increasing the cost of UK visas for foreign visitors. This is teamed with an Immigration Health Surcharge (IHS), which is essentially the cost of accessing the country’s National Health Service (NHS) if one is traveling to the UK.

HOW MUCH WILL UK VISAS COST?

The increased UK visa prices come into effective from 4 October 2023 onwards. A standard 6-month UK visa has increased by 15% from £100 (R2 299) to £115 (R2 644). A partner/spouse visa has increased by over 20% from £1 538 (R35 361) to £1 846 (R42 442).

Is a criminal background check sufficient for a Police Clearance Certificate?

It’s important to note that a criminal background check is not synonymous with a SAPS Police Clearance Certificate. While background checks can confirm the presence of a criminal record, they do not provide details about the offenses, if any exist. Companies like Afiswitch typically conduct background checks for purposes such as employment and loan applications, where authorities aim to assess an applicant’s character.

In contrast, a SAPS Police Clearance Certificate involves a comprehensive background check process, including the disclosure of criminal offenses (if any) and expungements. Can digital fingerprints be submitted for the application?

it is permissible to have fingerprints taken anywhere, provided that a notary public, lawyer, or commissioner of oaths certifies and stamps the fingerprints for authenticity. After submission to the CRC, fingerprints are digitized and stored in the CRC database. However, it is imperative to submit ink fingerprints when applying for your police clearance, as digital fingerprints are not accepted by SAPS.

Where should I apply for my Police Clearance Certificate?

While you have the option to apply for your clearance certificate at your local police station, this can be a time-consuming process, as stations often send applications to the CRC only when their application backlog is substantial, which may take several months.

Unfortunately, civilians are not permitted to submit their PCC applications directly to the CRC. Only police stations and registered couriers are authorized to handle applications. A Letter (or Certificate) of No Impediment is necessitated by foreign authorities when South African nationals intend to marry in foreign countries. The South African Department of Home Affairs grants the certificate, confirming an individual’s current marital status. For those possessing an original Letter of No Impediment, the option of legalisation is available. This involves having the letter officially placed on a Home Affairs letterhead, endorsed, and stamped by an authorized Home Affairs official.

It’s pertinent to note that the authenticity of a Letter of No Impediment lies in its issuance, stamping, and endorsement by duly authorized Home Affairs officials. Letters of no impediment issued by regional Home Affairs offices are not legally accepted. The only legally recognised letters of no impediment for international marriages are those issued by the Department of Home Affairs Head Office.

Who can apply for a Letter of No Impediment?

Individuals desiring to marry outside South Africa may be required to furnish foreign authorities with an apostilled letter of no impediment. This letter aims to verify the legal capacity and right to marry. Should the intended marriage occur in a country adhering to the 1961 Hague Convention, an apostilled letter simplifies the document legalisation process.

The procedure can prove more intricate for countries not party to the Convention. In such instances, the Letter of No Impediment must undergo authentication via a three-tiered process. During the first half of 2022, SAPS had even more delays because their main office was closed. This made it take even longer to process these certificates at the Criminal Records Centre in Pretoria.

This article will look at the best way to get a police clearance from SAPS as fast as possible. You don’t need to use expensive fingerprint services to get them done.

Getting a SAPS police clearance certificate

Anyone, even if they are not a South African citizen, can ask for a South African police clearance (PCC). When you apply for a SAPS365 (another name for the Police Clearance Certificate), officials check their database to see if you have a criminal record. They do this by looking at your information and fingerprints. They do these checks at the Criminal Records Centre (CRC) in Pretoria. All Police Clearances for South Africa are issued by the CRC.

Getting an urgent police clearance certificate

If you really need to get a SAPS365 as quickly as possible, you must fill out an application form and prove who you are. You also need to give a set of ink fingerprints. If you go to a Police Station to get the certificate, a police officer will help you with your fingerprints. But you can also get your fingerprints taken somewhere else. A lawyer or a commissioner of oaths has to stamp and sign the form to say that your fingerprints are real.

So there’s no need to submit yourself to any expensive fingerprint process. Also, note that you can ONLY submit ink fingerprints. The CRC does not accept digital prints as the ink prints are digitised as part of the police clearance application process.You can also get a fast PCC by using Apostil.co.za. They are allowed to work with the SAPS CRC and get your documents straight from them. This makes it much quicker to get a police clearance certificate.

How long it takes for urgent police clearance certificates?

If you go in person to get a police clearance, it might take up to three months if you’re in South Africa. People from other countries might have to wait even longer – sometimes three to six months.

Lindi-Mae’s life was about to change forever, with the daunting prospect of a new country, a new home, and a new life all before her. Here’s the goodbye poem to South Africa she wrote on the plane:

I wish you didn’t have to break me.
I wish we didn’t have to sell our beautiful home in the only city and country I’ve ever lived in.
The same country I was born in 37 years ago.
The same city my entire immediate family still reside.
The one I had no intention of leaving.
The same one I imagined my children living their most magnificent childhoods (as I did,) achieving everything they put their hearts and minds to.
The place where they could become anything their hearts desired with hard work, dedication and discipline.
My Gran turns 89 this month, and she has supported and looked after me my entire life.
My parents who sacrificed so much to give us the best possible life in this, our beautiful country.
My brothers, the only people on the planet that have literally walked my same childhood, every step of the way.
These pivotal people in my life became Uncles, Grandparents and Great Grandparents 14 years ago and have been the most amazing support I could ever have wished for.

And today I sit on this plane absolutely torn, because now is the time I should be paying it back to the most special and important people in my life.
Now should be my time to care for, nurture and be a pillar of strength whenever they need. With whatever they need.

But I also have these beautiful and precious children in my life that I promised to keep safe, look after and love with every fiber of my being. I made each of them that same promise the very day they were born, that I would give and sacrifice ANYTHING to ensure they were always safe and loved.
I broke that promise to them the day I climbed into my kombi and had a gun forced against my ribs and pointed at my head. That same day my youngest child should have been in the car with me.

That same day I jumped out the car to keep myself safe. I know I would have done the same if my children were in that car. It was a natural reaction to a situation I never imagined finding myself in.
But it happened.
And I jumped out.
The amount of guilt I have carried since that day knowing my instinctive reaction in a situation out of my control was to flee.
How could I have kept my children safe if I ran away?
The amount of hours I still lie awake at night trying so hard to forget about what happened, and to focus only on the beauty our special country has to offer, but also never wanting to or being able to forget that day. That moment. That face.

Trying to convince myself that I did the right thing
The number of scenarios I continue to play over and over in my mind thinking if I’m better prepared, maybe I would handle the next situation differently.
The problem is, I’m constantly expecting, and constantly trying to be prepared for the next time…
Every robot.
Every driveway.
Every bush.
Every time I stop or start my car.
Every. Single. Time
I have always tried to be a positive person who sees the best in everything and everyone.
But the nights in my beautiful country became longer and longer.
While the sleep became less.
The rest even shorter.
The thoughts and anxiety became excessive when I realized the amount of situations, I needed to be able and prepared to protect my children from.

Today I am thankful for a country that has accepted us for everything we have to offer.
A country that has restored my faith in humanity.
A country where you can see exactly where your tax money is going.
Where there is constant maintenance, and the upgrades are evident daily.
Where history and heritage, the oldest buildings and statues form part of a magical and hurtful past that no-one dares to destroy or burn but look at and photograph with the utmost admiration and respect.

Bigger.

Stronger.
A country that is admired and one that has stolen my heart.
A country I will forever be grateful for.

A report by the European Labour Authority (EURES) on labour shortages and surpluses (based on 2022 data) states which occupations are in short supply in the European Union (EU) countries. 

The report by the EURES lists some of the most needed professions in the EU. And some of them are in short supply in up to 16 countries.  

JOBS AND VISAS

Foreigners who have expertise or qualifications in these professions stand better chances of obtaining job offers and getting a work visa in the European Union.

Around 400 different occupations have been classified as occupations in short supply in at least one European Union (EU) or Schengen Area member state.

According to EURES, the following professions are the 20 most-needed skillsets across the EU:

  • Heavy truck and lorry drivers

JOBS IN EUROPE

SchengenVisaInfo states that the EU Commission has suggested promoting targeted labour migration from non-EU countries in specific skills groups, as one of the ways to resolve labour shortages among member states.

Therefore a number of EU countries have amended their migration policies to be more accommodating to foreigners, particularly those whose labour is in need.

Vienna (Austria) is the most livable city in the world, according to the Economist Intelligence Unit’s Global Liveability Index for 2023.

Osaka (Japan) and Auckland (New Zealand) both came in at 10th position this year.

Another pair of cities, Geneva (Switzerland) and Calgary (Canada) ranked in 7th place on the list.

Countries including Australia, New Zealand and Canada are popular with South Africans. These countries offer a comparable lifestyle and familiar language and culture to SA.

PUSH FACTORS

Rising political and economic instability are among the reasons many South Africans seek greener pastures outside of South Africa. 

South Africans generally prefer settling in countries where they can enjoy a lifestyle similar to what they have experienced in South Africa.

According to BusinessTech, the United Nations’ (UN) latest International Migrant Stock reports that the United Kingdom (which does not feature in the Global Liveability Index) has the most migrant stock from South Africa.

Almost a quarter of a million residents in the UK list South Africa as their country of birth. Australia, the USA and New Zealand follow. Canada is also home to a sizeable community of SA expats.

The Supreme Court has ruled that South African citizens who acquired the nationality of another country may not be deprived of their South African birthright.

SOUTH AFRICANS ABROAD

South Africans are a migratory nation. Many South Africans have relocated to countries where they seek better living conditions, improved safety and equal employment opportunities.

Despite the country’s failings and shortcomings, countless South Africans living outside of SA still identify as South Africans. Many SA expats still maintain close ties with the country and want to hold onto their SA nationality.

However, a great number of South Africans have lost their right to SA citizenship when taking on nationalities of other states, after having lived in those states for specific periods of time.

NEW RULING

In a paramount judgment issued on 13 June, the Supreme Court of Appeal ruled that Section 6(1)(a) of SA’s Citizenship Act was unconstitutional and invalid.

The ruling stipulates that the state has no right to deprive South Africans of their birthright if they acquire the nationality of another country.

SA CITIZENSHIP ACT

Section 6(1)(a) of the South African Citizenship Act states that South African citizens are automatically stripped of their SA citizenship if they acquire citizenship of another country. However, this does not apply if first receiving permission to do so, from SA’s Home Affairs Ministry.

According to Daily Maverick, this legislation was intended to deprive exiled freedom fighters and Bantustan residents of South African citizenship during the apartheid era.

DA CHALLENGES ACT

The Democratic Alliance brought the matter before the Supreme Court of Appeal after the High Court in Pretoria dismissed an earlier challenge of the constitutional validity of S 6(1)(a) of the Citizenship Act 88 of 1995.

The Act states that adult citizens automatically lose South African citizenship when they voluntarily and formally acquire citizenship or nationality of another country, without first obtaining permission to retain their nationality.

Many SA expats are unaware of this requirement and have involuntarily lost their South African citizenship when taking on the nationalities of other countries.

The ruling paves the way for many expats to reclaim SA nationality which they may have lost when acquiring other nationalities.

Travelobiz states that the changes are expected to come into effect in November this year.

EU BLUE CARDS

The EU Blue Card is a work and residence permit that allows highly skilled non-EU citizens to work and live in an EU member state.

Sweden is one of the 25 EU countries that issue EU Blue Cards. The list of countries that issues these cards includes Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Estonia, Finland, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.

LABOUR SHORTAGES

The European Union implemented EU Blue cards in 2009, to help address skills shortages in specific fields and to attract highly skilled workers from non-EU countries.

An EU Blue Card entitles holders to work and live in the EU member state that issued the card, and it can be renewed after the initial validity period has expired.

ELIGIBILITY

EU Blue Cards are offered to applicants who meet certain requirements.

These include having a university degree or equivalent qualifications, a valid job offer or work contract, and a salary threshold that is at least one and a half times the average salary of the issuing European member state.

CHANGES TO PERMITS

Under the new rules, highly skilled foreigners with an employment contract for a period of six months will be permitted to apply for the EU Blue Card.

Sweden’s government also plans to give more flexibility to highly skilled foreign nationals who want to change their type of work, without requiring them to apply for a new EU Blue Card.

Foreigners who have held an EU Blue Card issued by another EU country for at least a year may apply for authorization in Sweden using a streamlined process.

Skilled foreign nationals with an EU Blue Card issued by another EU member state will be able to enter Sweden for the purpose of conducting business for a maximum of 90 days in any 180-day period.

SOUTH AFRICANS IN SWEDEN

While Sweden is not a preferred host destination for most South African migrants, the country is home to a small community of SA ex-pats.

Margaret Coetzer and her husband AJ live in Bracknell, just outside of London, United Kingdom. Both Margaret and AJ are originally from South Africa.

UK RADIO COMPETITION

The competition titled “Make Me A Millionaire” is hosted by Heart FM (a radio station in the UK) and has been running for several years.

According to The Good Things Guy, since the start of this annual competition, only four people have actually won the prize, and become millionaires.

LUCKY SA WOMAN

Listeners enter and get the chance to select a lucky box that could contain a sum of money with the grand prize being one million Pounds. 

Coetzer selected box number 2, which contained the winning phrase “Make Me A Millionaire”. She was overcome with shock and joy.

It took Coetzer a while before registering that she had won the million Pounds. To add to the excitement, the lucky win happened to be on Coetzer’s birthday too. She has just turned 40 years old.

SPENDING THE MILLION

When asked what she plans to do with the money, Coetzer said she wishes to purchase a house. She would also like to buy a horse for her daughter and donate money to animal welfare charities.

Coetzer also said that she would like to come to South Africa so that she can visit family.

SOUTH AFRICANS IN UK

The United Kingdom is home to a large number of South African expats. Unofficial figures state that nearly 250 000 South Africans are living in the United Kingdom.

This figure does not include South Africans with dual nationality residing in Britain (on UK or European passports) since SA does not keep records of the numbers of South Africans leaving the country to live abroad.
